Our Whiteshell (WL) location is looking for a Fire Standards Specialist. Do you want to work in an environment where you will be responsible for providing technical and operational support for the Fire Department, ensuring the Fire Protection Program goals, objectives, and targets are met promptly and professionally? Can you see yourself overseeing and assisting in designing, developing, implementing, and evaluating Fire Protection Program documents?   • Developing and implementing an effective “Fire Protection Documentation Review Program.”
  • Reviewing governance and supporting documentation to ensure they meet current license requirements.
  • Recommending document changes and ensuring documentation is revised to meet review cycle commitments.
  • Participating in evaluating the Fire Protection Training Plan using the Atomic Energy of Canada (AECL) Systematic Approach to Training (SAT).
  • Reviewing and identifying areas for improvement in governance, teaching plans, and course documents.
  • Conducting gap analysis against industry best practices and current licensing and legal requirements.
  • Reviewing course critiques and making corrective actions for improvement.
  • Working cooperatively with Subject Matter Experts (SMEs) to update and maintain Fire Protection Program materials.
  • Researching trends and developments to improve the effectiveness of the Fire Protection Program.
  • Completing evaluations of methodologies and equipment.
  • Monitoring industry operating experience and identifying best practices applicable to CNL Fire Protection.
  • Ensuring training programs are conducted in accordance with the Training Plan.
  • Monitoring classroom instruction to ensure content aligns with the Training Program’s intent.
  • Monitoring practical training scenarios to ensure tactics and techniques align with the Fire Program’s intent, CNL license conditions, codes, and standards.
  • Monitoring instruction to ensure the adequacy and proper use of training aids.
  • Monitoring the administration of student performance to maintain proper standards.
  • Assisting with debriefing instructional staff on monitoring results.
  • Developing, updating, and verifying the accuracy of policies and procedures.
  • Monitoring and evaluating the training record-keeping database to ensure it remains auditable.
  • Providing input for monthly reporting of Fire Protection Program initiatives.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
  • University graduate in engineering or applied science from a university of recognized standing or a combination of education and experience in emergency management, fire operations, or other related technical discipline.
  • Certificates/training in the following will be considered an asset:
  • Course design, instruction, analysis and evaluations.
  • Project management.
  • Fire protection systems and fire operations.
  • Disaster response, emergency preparedness, and emergency management.
  • Incident investigation.
  • Eligibility for membership (engineer-in-training or professional engineer) with Engineers Geoscientists Manitoba will be considered an asset.
  • NFPA 1041 Level I and Level II will be considered an asset.
  • Experience
  • Minimum seven (7) years of related experience.
  • Experience with fire protection systems, including fire water distribution, is an asset.
  • Fire service training experience, including the development, implementation and evaluation of training standards, is an asset.
  • Technical report writing and review experience will be considered an asset.
  • Standards development experience will be considered an asset.
  • Knowledge, Skills & Abilities
  • Knowledge of applying the Systematic Approach to Training (SAT) will be considered an asset.
  • Excellent interpersonal, communication and writing skills.
  • Advanced knowledge of Microsoft Office (Word, Excel, PowerPoint, Access, and Exchange).
  • Ability to establish work priorities and handle a wide variety of tasks efficiently and effectively, combined with strong organizational and time management skills.
  • Ability to manage multiple tasks and competing priorities within short timelines.
  • Ability to take action and display initiative as problems and opportunities arise that require attention while maintaining integrity and a courteous and respectful manner.
  • Strong problem-solving and analytical skills and capacity for thoroughness and attention to detail.
  • Evidence of using sound judgment, initiative and ability to identify problems and propose appropriate remedial action.
  • Must be tactful and honest and work with diplomacy.
  • Ability and willingness to be a team player.
  • Ability and willingness to accommodate and support the unique learning styles of adults to ensure they successfully meet the training requirements of their positions.
  • Knowledge of fire protection engineering principles and fire departmental policies, protocols, and operations.
  • Knowledge of practices, procedures and equipment used in fighting structural, wildland fires, technical rescue, and hazardous material incidents.
  • Knowledge of nuclear industry standards for developing and implementing fire protection standards.
  • Knowledge of the National Building Code of Canada, National Fire Code of Canada, and other applicable codes and standards.
  • Security Clearance Eligibility Required
  • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”

Working Conditions:

  • Work in an environment requiring walking, sitting, and standing for extended periods of time.
  • Must be willing to remain on duty during an emergency.
  • Visual concentration is required for preparing and reviewing procedures.
  • Occasional travel is required for training and travel to training sites.
  • Requirement to wear personal protective equipment to mitigate any potential physical/health hazards.
  • We have a compressed work week, which consists of a four-day work week and ten hours a day – starting at 6 am.
