The Economic Recovery Manager will provide overall programmatic and technical leadership to all aspects of DRC’s economic recovery programming in Jordan. This will include overall technical strategy development and coordination and oversight of relevant project implementation, as well as oversight of program tool development, including SOPs, work plans, and trainings for direct program beneficiaries. Additionally, the Economic Recovery Manager will be responsible for leading on programme and proposal development related to Economic Recovery. The Economic Recovery Manager will represent DRC in relevant internal and external coordination forums ensuring high-visibility of DRC Jordan’s economic recovery portfolio and providing technical leadership among peer organisations.
The individual will report directly to Head of Programmes. Your main duties and responsibilities will be:
Program Oversight and Management:
- As line manager of Economic Recovery Project Manager you will be expected to support in the oversight and management of the project delivery. This includes but is not limited to:
- Ensure project activities are conducted according to project SoPs and global humanitarian principles.
- Support in the project management cycle, including target monitoring (IPTT), financial spending (BFUs), procurement planning, technical quality, donor compliance, grant opening and grant closing meetings, and quarterly grant review meetings.
- Undertake field/onsite visits to monitor the quality of implementation and take the necessary course correction and corrective action to improve implementation where needed.
- On a monthly basis, check the Budget Follow Up (BFU) and provide forecasts, flag any issues with expenditure to the Head of Programme and the Head of Support Services.
- Monitor budget versus actual expenses on a monthly basis and raise major variations to the Head of Programme and the Head of Support Services.
Program Strategy & New Project Development:
- Support the contextual revision and roll out of the DRC Jordan Country Action Plan, ensuring it is supported by a country economic recovery strategy which provides strong rationale for programmatic priorities and reflects the evolving nature of the Syrian conflict, humanitarian space and changing labour law and regulations in Jordan, especially as they impact vulnerable individuals;
- Proactively engage in bilateral coordination with local and international NGOs as well as with international public and private sector organizations to refine, expand and strengthen DRC’s referral and information assistance and partner networks;
- Contribute and lead the technical design and development of concept notes, logical frameworks, budgets and full proposals in relevant technical sectors;
- Support MEAL Department in rolling out both quantitative and qualitative monitoring and evaluation approaches aiming to build contextually-grounded learning into program activities;
- Visit program activities and provide support and feedback to staff and implementing partners on program approaches and methodological issues.
- Maintain technical links with DRC Regional and HQ counterparts to ensure that DRC Jordan programmatic priorities align with and respond to global learning.
Team management Technical Support:
- Manage DRC Jordan’s Economic Recovery Unit and provide team members with technical guidance and support through regular coordination meetings;
- Mentor and support the Economic Recovery Unit through regular one-to-one supervision and performance appraisals;
- Arrange fortnightly staff meetings;
- Provide technical support to Project Managers and ensure the Livelihood Unit conducts regular field visits to support field teams.
- Ensure all Economic Recovery tools, SoPs and guidelines are regularly updated.
- Develop DRC Jordan cash programing tools, guidelines and SOPs in coordination with relevant technical units.
- Ensure the Economic Recovery Unit provides regular training and awareness sessions to ensure quality project implementation.
- Support members of the Economic Recovery Unit to conduct field or shadow visits and advise on quality concerns.
Coordination, Representation & Advocacy:
- Represent DRC at technical coordination forums as agreed with the HoP.
- Maintain close working relationships with technical leads within DRC Jordan, MENA, and HQ to ensure strategy and implementation coherence with overall objectives.
- Develop DRC Jordan network of private sector partners.
- Take part in monthly PM meetings as requested by HoP.
- Take active role in pushing DRC’s livelihood advocacy messages in relevant coordination forums.
Required:
- Master degree in one of the following: International development, social sciences, international relations, human rights
- At least five years proven and successful track record as technical advisor or project manager in the field of economic recovery;
You should also have:
- Proven experience working in economic recovery programming in a middle-income country context, preferably refugee hosting nexus contexts;
- Proven experience in programme management;
- Demonstrated experience of designing, leading and implementing economic recovery programme strategy in a changing context
- Experience implementing market systems development and fostering strategic private sector engagement;
- Strong track record in innovative programme design and feeding into successful proposals;
- Experience in matrix management and technical support provision;
- Ability to communicate technical information in an easy to understand, informative and collaborative manner
- Excellent management and leadership skills including team management, coaching and mentoring
- Experience with project cycle management and developing project management tools such as logical frameworks, work plans, and monitoring plans.
- Strong inter-personal, written and verbal communication skills with ability to collaborate across different roles and departments
- High integrity and willingness to conduct her/himself transparently and open to scrutiny
