Job Title: Junior Professional Officer

Division / Section: Country Engagement and Partnerships Division

Duty station: Abu Dhabi, UAE

Duration: 2 years with possibility of extension for another year. The extension of appointment is subject to yearly review concerning priorities, availability of funds, and satisfactory performance.

Please note that for participants of the JPO-Programme two years work experience are mandatory! Relevant work experience can be counted. In order to assess the eligibility of the candidates, we review the relevant experience acquired after obtaining the first university degree (usually bachelor’s degree).

ORGANISATIONAL CONTEXT AND ORGANISATIONAL SETTING

The International Renewable Energy Agency is an inter-governmental organisation headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries. At present, IRENA 169 Members (168 States and the European Union) that acceded to its Statute, and 16 additional States in the process of accession and actively engaged.

IRENA supports countries in their transition to a sustainable energy future and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with the view to sustainable development, increased energy security and low-carbon economic growth and prosperity.

IRENA’s Medium Term Strategy set out an objective to lead accelerating energy transition towards the realization of climate, economic and social goals. The Agency engages with its Member States, including least developed countries (LDCs) and Small Island Developing States (SIDS), to advance energy transition, supporting their efforts towards the 2030 Agenda for Sustainable Development while staying on the 1.5-degree temperature goal of the Paris Agreement. 

IRENA’s Country Engagement and Partnerships Division (CEP) engages and works with IRENA Member Countries. CEP supports them in the development and implementation of national and regional strategies on energy transition and development, by contextualizing the knowledge being developed in the other three technical divisions of IRENA, to the national and where relevant regional requirements. CEP enables a systematic assessment and definition of country and regional needs, experiences and trends to help facilitate cross-fertilization of best practices between countries and regions, and shape IRENA’s future strategic and programmatic priorities.

In line with the COP28 UAE Consensus – 1st Global Stocktake Outcome, IRENA engages with countries to support the global goals of tripling renewable energy and doubling energy efficiency improvement by 2030. IRENA is targeting to engage regions such as Middle East and North Africa and possibly Latin America with a view to identifying and supporting countries to develop a strategy and associated action plans to achieve tripling of renewable energy by 2030. These regional and national efforts contribute to the 1.5 degree temperature goal of the Paris Agreement for the long-term.

In this context, IRENA is looking to recruit a Junior Professional Officer (JPO) to support IRENA in engaging with targeted regions to develop strategies and action plans to achieve the global goals of energy transition contained in the UAE Consensus agreed at CoP-28.

DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Director of the Country Engagement and Partnerships (CEP) Division and the direct supervision of the Deputy Director of CEP, the Junior Professional Officer will be responsible for supporting the programmatic activities of energy transition and sustainable development, including the duties as follows:

  • Provide support to regional teams for planning the regional and national level engagement.
  • Carry out research and stocktaking of the latest status of renewable energy and energy efficiency in the targeted regions at regional and country level, collecting information and analysing data.
  • Support the regional teams to carry out assessments of barriers and challenges of countries to contribute to the tripling renewable energy goal by 2030.
  • Support organization of regional dialogues and consultation workshops in coordination with relevant regional teams, including logistical arrangement and preparation of written materials and background notes.
  • Support organization of country engagement activities and support the development of country strategy and action plans.
  • Engage with relevant national and regional stakeholders of energy transition to seek inputs on development of the strategy and action plan. 
  • Support coordination with key stakeholders on the country strategy and action plans, collecting and reflecting on feedback from peer reviewers.
  • Contribute to documentation of good practices and lessons learnt from the initial strategies and action plans to facilitate the replication in other countries.
  • Perform any other duties as required.

REQUIRED QUALIFICATIONS

Education:

Master’s degree in the field of energy, economics, business, science, engineering, etc.

Experience:

A minimum of two years of relevant working experience in energy sector, climate change mitigation and relevant areas of sustainable development is required; Experience in project management, engagement in developing countries, research, data collection and analysis on the above-mentioned areas is an additional asset.

Language an IT skills:

Excellent command of written and spoken English is essential. Knowledge of other UN languages is an advantage.
