Amentum is seeking a Systems Engineer to support the expansion and/or bolstering of fusion centers throughout the USINDOPACOM Area of Responsibility (AOR). The Systems Engineer must understand the complexity and value of maritime domain information flow to decision-makers; be able to assess and evaluate the best use of commercially available systems, be proactive in coordinating with vendors of commercially available systems, to include during the procurement process, and synchronize how commercially available systems are integrated into regional common operating pictures (COPs).Duties and responsibilities include:

  • ​​Provide support for the development, planning, staffing, coordination, integration, execution, and assessment of fusion center systems capabilities.
  • Develop code to automate communication between legacy data bases and regional surveillance pictures.
  • Extensive experience in coding and scripting across multiple languages.
  • Have a firm understanding of systems that contribute to maritime domain awareness (MDA)
  • Advise the FCT, client, and supported fusion centers on legacy and new systems pros and cons.
  • Train fusion center systems personnel on the use of legacy and newly provided systems to help fusion centers achieve MDA.
  • Develop training periods of instruction (POI) and deliver that instruction to support designated Partner Nation (PN) current and future maritime operations, including introducing systems solutions and presenting best systems tactics, techniques & procedures.
  • Assist designated partner nations with systems standard operating procedure (SOP) development using established best practices.
  • Recommend how to integrate commercially available systems into operational fusion center plans and standard operating procedures (SOPs).
  • Provide and oversee high-value analysis, assessment, and testing and evaluation of commercially available systems to integrate them into fusion center planning and operations.
  • Conduct research, inform new capabilities, and support partner nation operational plans.
  • Identify operational use-cases for enhancements in systems capabilities and provide insights on integration options that can translate into system upgrades.
  • Assess and provide formal recommendations on emerging systems.
  • Identify and prioritize Maritime Domain Awareness requirements.
  • Develop and maintain GIS software programs, performs software coding, and writes software documentation to design specifications.
  • Design and implement data conversion procedures and perform software and database quality control.
  • Perform detailed software design and implementation of the more complex and strategic portions of application software and database conversion projects.
  • Develop code to automate communication between legacy data bases and regional surveillance pictures. This includes:
  • Rebranding Starboard Maritime Intelligence data and incorporating it into fusion center databases.
  • Executing SQL to assess databases for potential auto-correlation capabilities, database modernization, & other system ingestion.
  • Evaluating and optimize Automatic Identification System (AIS) data.
  • Automating alerts (length of time at sea, compliance index changes).
  • Enabling historical vessel tracking dating back to 2020.
  • Creating shareable areas and enable notes and tags.
  • Creating filters based on encounters, anomalous movements, fishing, AIS, port of anchorage visits, speed, location, flag state, registrations, and vessel type.
  • Creating subroutine within SQL database for risk identification and biosecurity analysis, populated into automated alerts.
  • Automating vessel reports and vessel ownership data.
  • Customizing alerts and filters.
  • Enabling pattern of Life (PoL) analysis and visualization.
  • Auto correlating vessel contacts against MCS data on the RSP.
  • Construct and support a single sign-on solution to incorporate multiple supporting vendors platform data (Starboard MDA visualization dashboard, synthetic aperture radar (SAR – Umbra), electro-optical imagery (MAXAR Crow’s Nest), radio frequency (RF) data (Hawkeye 360 (HE360) and Dark Vessel Detection (DVD)).

Minimum Requirements:

  • Bachelor’s degree in computer science or related engineering field or 15 years of experience in lieu of degree.
  • Works well individually and within a team to identify and analyze problems and proactively find solutions.
  • Clearance Required: TS with SCI eligibility. Note: U.S. citizenship is required to hold a TS clearance.
  • 10 years of progressively complex experience in systems design, development, testing and integration.
  • 10 years in software engineering positions.
  • Experience with Artificial Intelligence and Machine Learning (AI/ML).
  • Significant experience with IT solutions and database operations – including but not limited to:
  • Java / Python / R / HTML / PostGRE SQL / MPHP / Angular.
  • IT Infrastructure / Data Ingestion / API / JSON / CSV / KML integration.

Preferred Qualifications:

  • Experience supporting maritime operations.
  • Experience working within the Indo-Pacific region.
  • Experience supporting Maritime Pattern of Life.
  • Experience supporting construction of intelligence support products.
  • Experience contributing to management of a Common Operating Picture (COP)
  • Testing and integration in AWS environments
  • Afloat experience supporting a Common Operating Picture (COP) with geospatial tools.
  • Background knowledge of commercially available MDA tool Starboard Maritime Intelligence.
  • Background knowledge of commercially available satellite imaging companies/tools Maxar Crow’s Nest, Umbra Space, and Hawkeye 360.

The salary range for this position is $155K to $190K. (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
