Directorate: Adult Care ServicesAbout the teamThis post is a real opportunity to further develop Hertfordshire’s Residential Care and Short Breaks (respite) offer to disabled and autistic adults, shaping the market and being at the commissioning forefront of delivering best practice personalised and sustainable support to our community. 1,000 people currently access adult Disability Residential and Short Breaks services.You will be joining an experienced and ambitious team of Strategic commissioning managers, committed to enabling extraordinary people to live fulfilling ordinary lives and achieve personalised outcomes and aspirations, reflecting Hertfordshire County Council’s Connected Lives commissioning principles.About the roleThe Commissioning Manager (Residential Care & Short Breaks) portfolio will include:

  • Procurement, oversight and development of Residential Care and Short Breaks services
  • Developing strong partnerships and information sharing with health and social care stakeholders including operational social work teams, brokerage, Integrated Care Boards (NHS), Children’s Services, the Mental Health Trust.
  • Taking forward specific projects, including residential home re-provisions, de-registrations, funding bids/business cases and demand forecasting and modelling.
  • Managing contracts throughout their term ensuring performance, quality, and value for money.
  • Being the subject matter expert for your work area and a powerful advocate for disabled and autistic adults
  • Line management of a commissioning officer
  • Support other commissioning projects, as requested by the Service.

You will embed Hertfordshire’s Connected Lives vision into your commissioning practice and achieve reviewable, sustainable and flexible models of care that work for disabled people and their carers.Key to your daily work will be the relationships you will build with key stakeholders including experts by experience, operational (Social work) colleagues, market care providers and NHS partners to promote quality and mitigate financial challenges facing the system. You will deliver robust quality assurance oversight and transformation of Residential Care and Short Breaks Services, including new service developments and new service models.About youEssential:

  • Experience of commissioning social care within the public care sector
  • Knowledge of national policy relating to residential care and short breaks for disabled and autistic adults and application in practice.
  • Have a strong personal commitment to equality, equity, diversity, and inclusion values, including coproduction with Experts by Experience and their carers
  • Ability to prioritise, and independently plan and deliver your work programme, providing robust oversight of residential care and short breaks markets for disabled people.
  • Be solution focused, utilising creative strategic commissioning models to deliver the best outcomes for disabled adults. You will be flexible and willing to shape and develop this role to meet the needs of the service
  • Excellent communication skills enabling you to engage diverse stakeholders and overcome challenges, demonstrating resilience.
  • Strong negotiation skills and commitment to getting things right for people accessing services, demonstrating resilience.
  • Project management skills and a task and finish ethos, supporting the delivery of key projects with the ability to work at pace.
  • Ability to analyse complex data and identify themes and trends, write reports and present intelligence supporting the delivery of your work programme.

Desirable:

  • Experience of commissioning services for disabled and autistic adults.
  • Experience of working closely with or in Adult Disability services
  • A commissioning qualification, e.g Level 5 (commissioning for wellbeing)
