Winrock is recruiting a Deputy Chief of Party – Technical (DCOP-Technical) for an anticipated five-year U.S. Agency for International Development (USAID) Feed the Future Water Management Activity in Bangladesh.
The Water Management Activity aims to address Bangladesh’s interconnected water-related problems through a comprehensive watershed management approach, including improving environmentally compliant irrigation systems, introducing water-saving agricultural practices, expanding access to clean drinking water, and strengthening water management systems and regulatory enforcement.
The DCOP-Technical will be responsible for managing the technical team, fostering collaborative learning and adaptation, and implementing the technical and partnership strategy for the project. S/he will lead a team to develop strategies to address diverse, complex water management challenges in Bangladesh, under the leadership of the Chief of Party.
This position is contingent upon award.
Responsibility:
- Provide technical leadership in the project design, implementation, and partnership strategy for the project’s work to improve sustainable management of agricultural water, expand access to clean drinking water, and strengthen water management.
- Manage partnerships with local organizations, the private sector, government, and complementary donor programs that contribute to both sustainable and inclusive outcomes.
- Coordinate objective leads and their activities to ensure integrated programming and cross-outcome learning and collaboration.
- Ensure results-oriented technical components and high-quality and timely deliverables and reports.
- Work closely with the Monitoring, Evaluation, and Learning (MEL) team to ensure streamlined data collection and analysis.
- Understand and manage expected project results, including evaluation of ongoing activities as part of a collaborating, learning, and adapting approach.
- Contribute to knowledge management and sharing activities within the project, with USAID, other implementing partners, the government and general public.
- Work closely with project staff to develop annual workplans and other deliverables to showcase project success and impact.
- Supervise the technical work of local and expatriate consultants and subcontractors fielded under the program (as assigned).
- Other duties as assigned.
Education:
- Academic degree in water resources management or engineering, natural resources management or policy, agricultural management or economics, international development, business administration, or related field. Master’s degree or higher strongly preferred.
Work Experience:
- Minimum 8 years of professional experience managing and implementing water resources or natural resources interventions for international development projects, preferably with USG funded projects in Bangladesh.
- Experience managing technical teams, including training, capacity building, mentorship, and day-to-day management.
- Experience collaborating with government, local and national NGOs, and private sector actors.
Skills/Knowledge:
- Strong knowledge of the political, social, cultural environment and power dynamics in Bangladesh.
- Familiarity with policy environments and governance structures to enhance water resources management.
- Knowledge of relevant sectors including water, agriculture, sanitation and health, energy, industry, transportation, and other economic sectors, in both urban and rural areas of Bangladesh.
- Knowledge of USAID policies and procedures related to project management preferred.
- Strong personnel management skills.
- Excellent written and oral communication skill in English required, fluency in Bangla required.
