Overall purpose of the role
The role will work to a) strengthen effective management of the sector/site management working group (SMWG), b) strengthen through capacity building and training the work of I/NGOs delivering site management assistance c) reinforce the sector through the design of bespoke tools, SOPs, and mentoring where required.
The Site Management coordinator oversees complex and diverse portfolio of local partners, responsible for scale up and roll out of DRC’s CCCM approach in oPt in coordination with Site Management working group and other clusters (Shelter & WASH) and relevant authorities. This includes systematic inclusion of people from all age groups in the community governance structure, building capacity and establishing effective collaboration with local partners and diversity of stakeholders. Effective site monitoring tools in collaboration with SMWG, beneficiary registration, and working closely with the Local partners. The role aims to ensure teams provide a lifesaving response and coordinate with Shelter, WASH, Health, Nutrition, and integrated protection response so that the displaced families can access basic needs and services in the sites and to work with DRC’s approach in mitigating displacement in hard-to-reach areas specially in the North of Gaza.
Duties and Responsibilities
Strategic Planning and Reporting
- Facilitate and contribute to sector specific needs assessment and analysis, reporting and development/review of strategic, contingency and response plans, ensuring that these are in line with and contribute to the Site Management Working Group strategy.
- Develop and review a common Site management strategy and work plan that prioritizes equitable access to assistance, clear prioritization of needs and gaps and identifies response, remedial and environment building activities.
- Contribute to monitoring and reporting mechanisms or assist in developing them so clear tracking of progress and outcomes of Site Management activities is achieved.
- Uphold and promote the use of Minimum Standards for Site Management by the Site Management Working Group and partners, including DRC and its local partners.
- Provide technical advice to programme managers and camp management staff on implementation of CCCM activities
Capacity Building
- Support the development and dissemination of beneficiary selection and vulnerability criteria and guidance.
- Support efforts to strengthen the capacity of the local authorities and civil society through mentoring, training and the development of training material.
- Together with the DRC Site Management Manager and DRC Site Management specialists, identify gaps in capacities and opportunities for the roll-out of targeted capacity building activities. To that end, design, facilitate and/or deliver site management trainings, including tools and methodology for protection mainstreaming in emergency response and site needs assessment, to site management partners and across sectors, to ensure adherence to relevant standards and guidelines.
- Promote accountability through providing technical support to implementing partners on complaints feedback response mechanism.
Site Management Tools and Information Analysis
- Support the compilation of information and draft reports and briefs on concerns raised by the Site Management Working Group for sharing with partners, donors and other stakeholders, as appropriate.
- Identify key advocacy concerns and consolidate policy positions amongst protection partners; support the development and implementation of advocacy initiatives when possible and relevant.
- Together with the DRC IM specialist, coordinate information collection and collation across different sites in Gaza.
Promote and Support Accountability to Affected Populations
- Support timely and coordinated action by sector participants to meet the immediate needs of IDPs and affected populations in the country, according to humanitarian principles, including Do No Harm.
- Support working group partners and Shelter cluster in their development and implementation of mechanisms for increased accountability to affected populations, particularly Complaints, Feedback and Response mechanisms.
External Relations
- Represent DRC at the Site Management working group, Shelter cluster, and WASH cluster in Gaza on a regular basis and establish strong links with all Site Management and other sectors.
- Stay up to date with donor strategies and practices within oPt and provide technical support to the Head of Operations in donor relations.
- Maintain close collaboration and good relations as required with donors and other partners.
Reporting and information sharing
- Ensure timely and regular project documentation and reporting on the project – including performance/progress assessments against pre-defined project objectives, outputs, activities and indicators.
- Promotion of learning from relevant best practices internally and externally.
- Support preparation and review of donor reports for Site Management components for submission.
Experience and technical competencies:
- Minimum 5 years’ proven and successful track record of humanitarian experience, with at least 2 years of work experience in the CCCM sector
- Excellent skills in establishing and building relationships with community
- Excellent ability to understand the needs of displaced persons
- Basic conceptual understanding of gender, protection, and human rights
- Good representation, negotiation, interpersonal, and communication skills
- Strong team spirit and ability to work comfortably in multi-cultural contexts
- Experience with using basic software, such as MS Word and Excel
- Ability to write situational briefings
- Ability to spend extended periods of time in field conditions
- Ability to come up with innovative solutions in extremely challenging working environment
- Experience in remote management (Added advantage)
- Experience in implementation through local partners (Added advantage)

Contract length: 12 months, pending funding approval
Position Band: This position will be placed at Non-Management band (G1)

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals or Expatriates.
