3iS is a non-for-profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.
Scope of Work
This consultancy’s main objective is to lead the project from a technical analysis perspective, in close collaboration with the Project Manager (PM). The Syria Analysis Expert will lead the technical project team and partners and will be the technical focal point for all the analysis work conducted under this project. S/he will be in charge of developing methodologies of data collection and analysis in collaboration with the technical team and technical partners. S/he will ensure the analysis produced is in alignment with standards and that it responds to the most urgent programmatic needs in the humanitarian response. In order to do this, the Syria Analyst Expert will play a crucial role in liaising externally with key stakeholders to define the priority areas to be tackled by the analysis exercises, a coordination responsibility that s/he will share with the PM. S/he will be managed by the PM and will liaise externally with HQ technical advisors and support teams. The Syria Analysis Expert brings to the project a notable expertise around the Syrian context.
Description of Duties
Technical Management
- Develop the project workplans and Monitoring and Evaluation (M&E) plan in close collaboration with the PM.
- Ensure that the project technical requirements, indicators and milestones are fully understood by the technical teams and by the project partners.
- Ensure cohesion in between the different partners’ teams from a technical perspective.
- Lead the technical coordination with the project’s partners conducting data collection and research for the project scope, ensure workflows are aligned, efficient and driven by the project’s objectives.
- Ensure that the project relies on sound methodologies for data collection, triangulation and analysis in close collaboration with the technical team.
- Ensure that the project relies on a network of key informants and data collection capacities for the purpose of attaining and triangulating information pertaining to the Syrian context.
- Ensure that the analysis produced is of high quality, collaborate with the analysis team to draft sections of analytic reporting as well as assist in developing accurate and attractive data presentations, be responsible for the final output produced.
- Ensure the final outputs produced are in alignment with 3iS and the project’s visibility requirements.
- Closely monitor and analyze open-source media and reporting pertaining to the Syrian context.
- Actively tracking and monitoring political, security/conflict, economic, social, and infrastructure related developments and dynamics in Syria which directly or indirectly affect refugee return scenarios.
- Work closely with the information management team and technical specialists in support of data visualization and keep concerned counterparts fully briefed on the project’s implementation and progress from the technical standpoint.
Representation
- Represent the project with national and international stakeholders and with the project donor.
- Ensure regular engagement is done with the humanitarian community, ensure the high quality of the analysis’ presentation done to key stakeholders and take an active role in these coordination and communication platforms.
- Maintain effective and positive internal contacts with 3iS teams globally and external engagement with national and local authorities when required, and with other stakeholders.
Project Management and development
- Closely collaborate with the PM for all activities related to M&E of the project, contribute to the project internal learning in alignment with 3iS guidelines.
- Contribute to the project development efforts led by the PM to search for new opportunities of project expansion or continuity.
Team Management
- Directly line manage the project analysts and technical experts to ensure harmonious coordination and collaboration in the work done around each product.
Fiscal, Compliance Management and Accountability
- Ensure that also the technical analysis work done is implemented in compliance with 3iS financial and procurement regulations, in close collaboration with the PM.
- Provide inputs to the project manager in terms of project planning and contribute to a sound and regular financial planification and monitoring.
Accountability to Beneficiaries
3iS’ personnel is expected to respect principles of accountability to beneficiaries of 3iS programs, in line with international standards while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of field projects.

Expériences / Formation
Education
- Advanced university degree in computer/information science, statistics, economics, business administration, international development studies or other relevant fields.
Languages
- English (fluent) – required

Experience
- A minimum of 7 years’ experience in humanitarian or stabilization programs required, or its equivalent combination of education and experience.
- A minimum of 7 years’ experience in working on the Syria context is required.
- Proven experience in delivering high level analysis products is required.
- Previous experience in coordinating analysis work including with multiple stakeholders is required.
- Demonstrable highly developed written and oral communication skills.
- Experience building and managing key informant networks is required.
- Extensive knowledge of information management and analysis workflows is required.
- Ability to operate remotely is required.
Skills
- Strong analytical skills, and aptitude to turn abstract discussions into concrete ideas.
- Technical analysis writing skills.
- Ability to lead teams, create team cohesion and establish efficient workflows.

- Fluency in written and spoken English and Arabic is required.

Availability
- The candidate will be requested to regularly travel in different regions in Syria, according to the security and access situation, for coordination with project teams and stakeholders.
- The candidate will be requested to travel within the region and potentially to Europe for coordination with project teams and stakeholders.
Salaire
- Type of contract: international consultant contract
- Duty station: home-based (open for international applicants who are within -2/+2 hours of time difference with Syria).
- Consultant’s fees scale: between 6,500 and 7,500 EUR (per month and all inclusive, based on experience, on a full-time basis).
- Duration: 12 months.
- Expected start date: 1 March 2025
