For more information, visit .The Human Development (HD) Practice Group (PG)The World Bank Group (WBG) is the largest provider of development finance and solutions for human development working with high-income, middle-income, and low-income countries to develop country-tailored solutions for human development (HD) under the themes of education, health, social protection, jobs, and gender. The HD PG coordinates with other Practice Groups to ensure a coordinated and integrated approach to development challenges, and through the World Bank Regional Units is expected to deliver the strongest and most pertinent support to our client countries.The Human Development Vice Presidency (HDVP) at the World Bank Group is made up of the Global Practices for education; health, nutrition, and population; and social protection and jobs; additionally, the HDVP houses the gender group. As such, HD is central to the World Bank Group’s goals to end extreme poverty by 2030 and raise shared prosperity on a livable planet.Health, Nutrition and Population Global PracticeThe central contribution of the Health, Nutrition and Population (HNP) Global Practice to the WBG’s twin goals is to enable the achievement of Universal Health Coverage (UHC), in which all people are effectively covered by essential health services, and nobody suffers undue financial hardship as a result of illnesses. In the quest for UHC, the HNP Global Practice is building on progress made in the framework of the Millennium Development Goals, an array of analytical and advisory services, strategic partnerships with partner institutions and other financing agencies, and an active lending portfolio. The HNP Global Practice includes staff members in Washington, DC and country offices.The HNP Global Practice is led by a Global Director, with the overall responsibility for the GP. The HNP Global Practice Leadership Team, which leads and manages the HNP GP, consists of the Global Director, Regional Directors, and Practice Managers. The HNP Global Practice works with and across multiple sectors, in recognition of the fact that HNP outcomes often depend on actions that lie outside the HNP sector. Accordingly, a capacity to work across GP boundaries, forge coalitions and influence multi-practice solutions is essential for achieving the major objectives of improving HNP outcomes.The Global Health UnitThe Global Health Unit (GHU) supports WBG HNP teams across the globe to deliver better results through World Bank financed health systems projects and analytical work. The GHU is led by the Practice Manager and has six technical teams on health financing, service delivery, pandemic preparedness and response and public health, climate and health, knowledge and learning, and nutrition. The GHU provides technical assistance to clients and regions, develops analytical work and thought leadership in key technical areas and is responsible for the knowledge and the learning program for client countries and staff. In addition, the GHU manages the institutional relationships with global health institutions and other partners and is responsible for fundraising for the HNP GP.For more information:Background and ObjectiveUniversal Health Coverage (UHC) has been defined as the ability of all people who need health services to receive them without suffering undue financial hardship (World Health Organization 2010). The goal of UHC has been added to the post-2015 Sustainable Development Goals (United Nations General Assembly 2015), and the World Bank is strongly committed to helping countries towards the UHC goal. This commitment to hasten progress toward UHC requires adequate public funds and good management of these funds.Public financial management (PFM) systems can support effective resource mobilization, pooling, and purchasing and ultimately the delivery of UHC and other health system results. Among others, PFM relates to how primary care will be financed and prioritized, how quickly countries can implement surge financing measures to respond to climate events or pandemics or how well they collaborate across government entities to respond to multi-sectoral challenges, in particular, nutrition. As such, good public financial management is a ‘sine-qua non’ for a health system that is prepared for the challenges that lie ahead.The consultant will work in the health financing team of the Global Health Unit and primarily support its public financial management workstream. The main activities in this program include:
- Making public budgets deliver on health priorities: This workstream is concerned with the core elements of the budget cycle. Specifically, it aims to provide guidance on (i) how the budget is organized and structured to serve health system needs; (ii) how to make budget formulation results-oriented and prioritize health; (iii) what makes for good budget implementation; and (iv) how to foster evidence-based decision making and strengthen accountability.
- Facilitate service delivery though PFM: This workstream will explore how PFM supports aspects directly relating to service delivery. Specifically, it will explore (i) what PFM options are available to countries to prioritize financing for primary care and monitor investments over time; and (ii) determine how PFM can facilitate adequate human resources management for health including community health workers.
- Leverage PFM to support global priorities including climate, pandemic preparedness and nutrition: This workstream aims to provide guidance on how PFM can be leveraged to support effective engagement in climate, pandemic preparedness and nutrition. In climate, it aims to address questions such as how to prioritize climate best buys in the budget, monitor investments, and facilitate surge financing when needed. With regards to pandemic preparedness, it aims to provide guidance on how to set up PFM systems to track pandemic preparedness investments over time, make PFM systems sufficiently flexible to reallocate spending in times of need, ensure accountability and support surge financing through other instruments. In nutrition the workstream aims to support how to facilitate a multi-sectoral response through PFM systems that allow for budget tagging and monitoring implementation, thereby extending a stewardship function to a dedicated government agency.
- Foster global collaboration on the PFM agenda for health: This workstream is designed to support global collaboration with key partners and agencies. Specifically, it aims to coordinate country support, harmonize knowledge production and management, and organize events and trainings to strengthen collaboration among health and finance stakeholders.
Duties and responsibilitiesThe successful candidate key duties include to:
- Contribute to revisions and redesign of the FinHealth diagnostic product, including leading modules as needed and collaborating with experts within and outside of the Bank.
- Follow up on recommendations of the forthcoming report ‘Budget Execution in Health: From Bottlenecks to Solutions’. Support dissemination of report, case studies and dataset.
- Support the production of a guidance note on how to budget for cross-sectoral priorities in health, following the example of the report ‘Nutrition responsive budgeting’.
- Develop short communications pieces such as blog posts and knowledge briefs.
- Provide technical assistance and support the policy dialogue on PFM in countries. Anticipated upcoming engagement in 2025 include Nigeria and Indonesia.
- Lead knowledge management and facilitate collaboration and coordination of PFM in health work across agencies, notably the preparation of the 2025 Montreux collaborative meeting.
- Lead the design, organization and delivery of virtual and in-person trainings, workshops and events.
Selection Criteria
- Master’s degree in Economics, Financing and/or Public Financing and Administration or equivalent, and a minimum of 8 years of relevant professional experience, or equivalent combination of education and experience.
- Country experience in working on public financial management in social sectors in three or more low and/or middle-income countries including in a client-facing role. Health sector specific experience would be an asset as well as an understanding of health financing in general.
- Experience in working in (or closely with) ministries of finance, budget, central bank or local government agencies.
- Experience with disseminating analytical information with multiple stakeholders, leveraging evidence to influence decision-making and fostering improvement in interventions and outcomes.
- Extensive and current knowledge of relevant analytical tools, and technical and administrative functions. A proven track-record of leading or making substantive contributions to analytical work on public financial management relating to social sectors.
- Experience developing and managing a portfolio of work/work program – including managing workplans, timelines, budgets, and reporting on results.
- Ability to coordinate contributions of specialists in other disciplines to complete a joint product. Strong track record in working effectively in teams and foster a collaborative work culture.
- Experience in an international development or research institution/agency/firm necessary, experience with World Bank or IMF operations preferred
- Fluency in English (excellent oral and written communication skills) is essential, with ability to prepare documents on complex subjects, speak and write persuasively, and present ideas clearly and concisely. Fluency in French Spanish or Arabic an asset.
- Ability to work simultaneously on a variety of issues and tasks, independently adjusting to priorities as needed and achieving results in line with agreed objectives. Ability to deliver against ambitious deadlines.
- Adept at developing, supporting and leading the implementation of work programs within and across teams in a multicultural environment.
- Excellent interpersonal and partnership skills, diplomatic acumen, including a strong client focus, and the ability to foster collaborative relationships are required.
