Under the supervision of the Social Policy Specialist, the Social Welfare Fund (SWF) Capacity Building Consultant will lead the implementation of the capacity building plan for SWF. The plan which has been developed in partnership with SWF and Social Fund for Development (SFD) comes as part of system strengthening to national SP systems. The aim of the capacity building plan is to ensure the SWF have strengthened capacity to support integrated social protection programming, especially national cash transfer programmes. The capacity building plan focuses on two components: Core enhanced national cash transfer programme implementation phases/components, overall Social Protection agenda including the cash plus programming and support to the social protection strategic framework.

Your main tasks for this consultancy assignment will include the following:

  • inception report which includes the plan for the consultancy with clear deliveries timelines.
  • a finalized Capacity building plan classified by the main capacity building implementer (SFD, Consultant, UNICEF other rescues) with action plan to implement it
  • a progress report with at least 15 % of the implementation plan achieved.

Education: 

  • A university degree in Economics, Public Policy, Social Sciences, International Relations, Political Science, or other relevant disciplines is required.

Experience:

  • Minimum of three years of relevant professional work experience in coordinating, facilitating or implementing areas related to social protection is required, specifically cash transfer, UCT, HCT, and Cash Plus programs and approaches.
  • Familiarity with social protection work in emergency is considered a strong asset.
  • Previous experience in capacity building and training is required.
  • Priority will be given to candidates who have previous experience working with UN/UNICEF and are familiar with its operating system.
  • Strong understanding of the social protection context in Yemen.
  • Excellent communication skills
  • Excellent working with people skills

Language:

  • Fluency in Arabic & English is required.
