Our Program

The White House announced the Trilateral Technology Leaders Training Program at the Trilateral Leaders’ Summit at Camp David in August 2023. The program brings together mid-career government professionals from the United States, Japan, and the Republic of Korea to the Johns Hopkins School of Advanced International Studies (SAIS) for a three-week leadership development program. SAIS and the Chey Institute for Advanced Studies cohost the program, with founding sponsors the NEC Corporation and Google.​

Fellows receive training in leadership and decision-making, and participate in programs that deepen their understanding of global technological trends, policy-making frameworks, and the challenges and opportunities in governing emerging technologies. The program consists of classroom and extracurricular activities to help mid-career leaders develop these skills, drawing on faculty from SAIS and other divisions of the university, and experts from the policy and tech communities.

Qualifications

Who can participate?

Participants should be high-achieving mid-career officials from the United States, Japan, and the Republic of Korea, with an interest in technology governance. Ideal candidates will have at least 10 years of experience in government service, public policy, NGO management, or similar roles, along with a proven track record of leadership in addressing global policy challenges and emerging technologies. High-achieving representatives from NGOs or public policy advocacy with aspirations to join or return to government are also welcome. English proficiency is required.

We encourage applications from various ministries or agencies, such as Foreign Affairs, Energy, Science and Technology, Trade and Industry, National Security Councils, and Central Banks. Candidates with expertise in emerging technologies like AI, biotechnology, quantum computing, cybersecurity, space technology, or semiconductors may receive special consideration.

How will Fellows be selected?

Johns Hopkins SAIS will convene a distinguished selection panel that will choose up to ten participants from each country. The panel will consult closely with key experts and stakeholders, and will prioritize candidates with substantial expertise and interest in technology governance and leadership in emerging technology spheres. The link to the application can be found here.

Do you need a referral/nomination to apply for this Fellowship?

No, a referral/nomination is not required to apply for this fellowship. However, if you have been invited to apply for the Fellowship by the Trilateral Member Government or a member of the SAIS Selection Committee, please indicate who has referred you to apply in the application form (note that this is not required, and you can otherwise write “not applicable”).

What are the program details?

The second cohort of the Trilateral Technology Leaders Training Program will take place in Washington, D.C. and Silicon Valley from June 9-27, 2025. The program is fully funded, covering roundtrip economy travel, lodging, meals, visa fees, program materials, and a per diem for incidentals.

Applications are due by February 14, 2025, and will be reviewed on a rolling basis. Candidates must submit an online application, a personal statement, CV/resume, and at least one letter of recommendation. Applicants will be notified of their status in spring 2025.
