Main purpose of the job:

Defining, coordinating, and monitoring the medical activities under his/her responsibility according to MSF protocols, standards, and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.

 

Accountabilities:

  • Coordinating, assessing, and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards, and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service.
  • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are carried out correctly and according to MSF procedures.
  • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Participating in shifts and replaces a doctor, if necessary
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required.
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).

 

MSF-Swiss Context Specific Accountabilities of the position:

 

  1. Enhance Clinical Care Delivery
  • Ensure high-quality, compassionate clinical care by overseeing clinical teams and ensuring adherence to MSF protocols and standards across all services.
  1. Antimicrobial Resistance (AMR) Management
  • Strengthen Antibiotic Stewardship program :enhance an antibiotic sterwardship commitee,including representatives from Lab tachnicien,pharmacy , and clinical depratment.
  • Monitor Stewardship activities ,such as audits of antibiotic prescriptions and feeback to prescribers.
  • Regular Prescription Audits : Conduct quarterly audits of antibiotic prescriptions across all hospital departments to assess adherence to MAR guidelines and identify areas for improvement ,share audit results with clinicalteams and implement correctives actions.
  • Training and Awareness campaign : developp a training approach for all clinician staff ,emphasizing proper antibiotic use ,the risks of over -prescription and resistance management.
  • Hold at least two AMR awareness workshops per year for hospital staff, and include AMR topics in new staff inductions.
  • Monitoring and reporting :Ensure monthly AMR data collection , analysis and reporting to hospital management to monitor rogress and adjust interventions as needed.
  1. Enhance CPAP Implementation & Staff Training
  • Ensure Fully implement CPAP in the Neonate Ward and ensure all staff are trained and competent by the end of 2025.
  1. HR Collaboration & Staff Development
  • Collaborate with HR for recruitment and training, ensuring adequate staffing and skill development for all clinical staff.
  1. Operational Coordination & Patient Flow
  • continuing to maintain the same quality of care, building capacity, and training new employees.
  1. Morbidity/Mortality & Antibiotic Stewardship
  • Chair morbidity and mortality reviews, implementing corrective actions.
  1. Patient Safety & Incident Reporting
  • Ensure all Patient Safety Incidents are reported, with corrective actions taken on time and quarterly updates on incident reduction.
  1. Electronic Medical Record (EMR) Optimization
  • Collaborate with the EMR Manager to drive the successuful implementation and integration of the EMR system across all services , ensurung efficient adoption and effective utlization by the clinical team , participate in all EMR meeting in the hospital
  1. Knowledge Sharing & On-the-Job Training
  • Implement monthly on-the-job training sessions and foster continuous learning to improve staff performance and skills.
  1. Reporting/data analyisis and Confidentiality:
  • -Ensure timely and accurate reporting and data analysis by overseeing the compilation of (monthly, Quartley and annualy ) reports, identifying key trends and providing actionable insights to improve clinical performance and decision -mking across all services.
  • Maintain patient and operational data confidentiality, conducting regular audits to ensure compliance and prevent breaches.
  1. Teamwork & Cross-Department Collaboration
  • Strengthen teamwork across departments with monthly meetings to address operational challenges and align with strategic hospital goals.

 

Medical context:

Nablus Maternity: 

  • Nablus is a maternity and child health care project, focused on pediatric ER, maternity (CEmONC + PNC + FP+ SV management), neonatal and pediatric in-patient care including CPAP capacity. Average deliveries per month 724 (with 15% caesarean rate). The activities are also supported by Mental Health department and HP team. Total bed capacity per department is:

Maternity – 35 in total:

8 post-operatives

10 post-partum

4 delivery beds

11 labour beds.

2 OTs

ER – 8 in total.

2 beds in the red zone

6 Beds in the yellow

RRA: 3 beds

Triage area

 

IPD – 50 in total:

23 in neonates (13 inborn/10out born)

13 in paediatrics

8 in ITFC

4 in KMC

2 In isolation

 

  • Project working in collaboration with the DoH, where medical and specific staff are incentivized DoH staff and not under MSF contract.

Technical support through MSF telemedicine is available.

 

Decentralization: Pilot project supporting targeted DOH health facilities (Al Batool hospital for 2024 and proposed Nablus PHCC) by capacity building through trainings, bedsides accompaniment and implementation of medical standard. It is a hand-to-hand collaboration with the DOH in the aim to reinforce and enhance their capacity during this reconstruction phase of the health system in Mosul. It includes a Task force, comprising of the External MAM, paediatrician, MWAM, NAM and Gynaecologist, working with the respective incentivised DoH Focal points, assessing and assisting in the training needs.

Qualifications & Preferred Skills

Specific requirements for the role:

 

Mandatory Requirements

–      Medical Doctor not assigned to MOH, or under 5-year unpaid leave, or willing to consider taking unpaid leave from MOH.

–      Applicants registered under DOH Ninewa, a non-objection letter should be provided only if the staff is selected.

–      Applicants with foreign certificates, An Iraqi recognized state-diploma is required.

 

Education:

–      Medical Doctor the role involves clinical experience.

–      Master’s degree in public health, is an asset for the management of medical activities within the hospital, health system management.

–      Desirable specialization or training in Tropical Medicine or related studies

Experience:

–      Essential 2 year working experience related to the diploma/degree and previous experience in MSF in the field

Languages:

–      Essential: English Language, minimum C1

–      Fluency in Arabic.

Knowledge:

–      Essential computer literacy (word, excel and internet)

–      Clinical Knowledge and expertise: Provides guidance to medical staff regarding diagnosis, treatment plans and patient care.

–      Problem solving and critical thinking: Identifies areas of improvement within hospital operations and implements solutions to address inefficiencies, quickly assesses emergency and make well-informed decisions to ensure patient safety.
