This position is located in the Peacekeeping-Intelligence Coordination Team, in the Office of the Under-Secretary-General for Peace Operations. The Programme Management Officer reports to the Senior Programme Management Officer. The Policy on Peacekeeping-Intelligence (PKI) was promulgated in May 2017 and revised in 2019 and aims at the professionalization of peacekeeping-intelligence, primarily to better ensure the safety and security of UN peacekeepers and to better protect civilians.ResponsibilitiesWithin delegated authority, the Programme Management Officer will be responsible for the following duties: • Monitors and supports the development of the operational guidance documents of the DPO policy framework on peacekeeping-intelligence; Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Leads the development and the coordination of PKI-related training courses. • Ensures Gender is mainstreamed throughout PKI guidance, training and recruitment. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates efforts to enhance early warning in Peacekeeping, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Performs other duties as required.Competencies

A minimum of five years working in intelligence or peacekeeping-intelligence is required. Experience in programme and project management is required. Experience in developing and delivering training in peacekeeping-intelligence to civilian, military and Police audience is required. Experience in incorporating gender considerations in peacekeeping-intelligence guidance, training and recruitment is required. Experience in early warning concept development, including early warning frameworks, toolkits and indicators is required. Experience working in a peacekeeping operation or in a post-conflict environment is required.LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English is required.
