TEAM PURPOSE:

In full collaboration of the Country Director, Programme team and with support from the Regional team and Oxfam Affiliates, raise funds to support the country strategy and expansion plans. To develop and maintain good quality consistent communication and relationships with donors and ensure high quality contract management. To effectively support programme teams. This role is responsible for ensuring coherent business development; identify- monitor funding opportunities from diverse institutional, private, foundational and in country donor sources.

 

The role will ensure effective support to the Programme teams to develop concept papers, proposals and reports in accordance with donor requirements and country strategy. The Team provides specialist support to the programme on donor compliance, proposal development, and grant management. This includes ensuring that all proposals and reports are of best quality, and are produced in a timely manner with input with all key stakeholders, including working with

This team is responsible for the financial health of the country programme.

 

JOB PURPOSE:

The Funding Manager (BD & Grants) leads on new business development, creating and identifying and accessing new funding opportunities, maintaining a consistent standard of donor relationship and high-quality proposal development. This role actively seeks to grow income for the Oxfam Country Programme. This role supports the Country Director in providing strategic leadership on resource mobilization strategies; supports the Country Director in building partnerships with donors, relevant Oxfam Affiliates and other stakeholders; working closely with the Programme team to develop innovative proposals for submission to donors; addressing any pipeline risks and ensuring there are strategies in place to mitigate the risks.

The Funding Manager is expected to work across the confederation in achieving the country funding strategy and be the primary link for accessing technical fundraising assistance and support the confederations fundraising architecture and especially all the (current and potential) Partner Affiliates of all countries both at global and regional levels.

DIMENSIONS of the Role

The key responsibility of this role is to secure program funding and drive new program development. This role ensures strategic partnership with donors and remains proactive in generating funding streams while maintaining high standards of program quality and delivery.

 

This role is also responsible for ensuring quality and consistency in relationships with institutional donors; builds contract management and fundraising capacity of teams within the country programme; support programme teams in planning and managing their funds. In collaboration with Programme team, develop donor proposals and directly manage new and existing relationships with donors.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Program Design and Fundraising

  • In consultation with the Country Senior Management Team, lead the development and implementation of an up-to-date funding strategy for Oxfam Iraq country Programme.
  • Actively identifies, quantifies and tracks funding and partnership opportunities in a systematic manner in pursuit of supporting Oxfam’s programme.
  • Ensures Oxfam Bid/No-bid process, establishing and maintain pipeline tracking and relationship management tools.
  • Lead the fundraising strategy review processes, facilitating decision making to ensure the strategies are relevant and remain aligned with changes in the programme.
  • Provide ongoing research, strategic donor intelligence gathering and trends analysis and generate information to enable engagement and decision making with the stakeholders.
  • Ensures all necessary groundwork for proposal development, puts together the bid development team, coordinates the team and ensures high quality competitive proposals.
  • Guides and advises the CD and programme teams on the success rate of proposals or bids and status of income and alert any funding gaps and propose

 

Awards management and Compliance

  • Provides technical advice in negotiations with institutional donors over contracts, costs, governance and accountability, and donor conditions
  • Ensures that a proper awards / grants management system is in place and adhered to
  • Enhances the understanding of and programme and programme support staff on policies-procedures and guidelines of donors and affiliates
  • Offers guidance and technical support to programme, finance and logistics staff to comply with policies and procedures of donors and Oxfam, and undertakes quality assurance for reports for donors in country considered to be high risk, in order to help minimise any negative impact to Oxfam’s income and reputation
  • Works closely with the teams, particularly finance to ensure greatest use of restricted funds through strategic recharging to donor contracts where possible and to ensure budget spending is maximized.

 

Leadership

  • Leads the design, revision and implementation of business development and resource mobilisation strategies ensuring that they meet Oxfam’s core be safe, feminist and partner-led
  • Maps out all potential funding opportunities from diverse institutional, private, foundation, non-traditional and in-country doors and prepares a resource mobilisation plans, including potential affiliates, technical priorities / focuses and funding target
  • Proactively engages on a strategic basis with institutional donors at a country level in order to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including programme funding

 

Qualifications & Preferred Skills

ESSENTIAL

  • Experience in the development and implementation of strategic fundraising plans
  • Demonstrable experience in programme design, fund raising and awards management for major projects
  • Substantial of experience working in International NGO with similar position: grant management, proposal development (narrative and budgets) and donor reporting.
  • Degree or equivalent qualification in development, humanitarian affairs, international relations, or other relevant course
  • Experience of collaborating with and leading technical teams to develop programme proposals funded by institutional donors
  • Proven ability to identify new business opportunities and partnerships
  • Numerical understanding with basic knowledge and experience in budget setting and management

Highly developed communication skills in networking, representational and negotiation and influencing skills and report writing

Desirable

  • Arabic language skills highly desirable.
  • Knowledge of the Iraqi and Middle Eastern context
  • Knowledge and understanding of Oxfam’s programmes in emergencies and development.
  • Experience working in fragile and challenging context
