The Position:
UNFPA Thailand is seeking an individual consultant to support the implementation and 2025 scale-up of the life-cycle digital platform, “SoSafe.” Initially piloted in five areas, the platform now serves 14 areas across Thailand, including Phuket, Phayao, Lamphun, Khon Kaen, Yala, Phrae, Mae Hong Son, Songkhla, Pattani, Udon Thani, Roi Et, Singburi, Samut Prakarn, and Bangkok. The project has been implemented in collaboration with key ministries, including the Ministries of Interior, Public Health, and Social Development and Human Security, to ensure an integrated and comprehensive approach. Moreover, SoSafe has broadened its scope to address additional social issues, such as homelessness, drug addiction, and the abandonment of marginalized groups, particularly in urban areas like Bangkok.
This consultancy will ensure an inclusive approach for both rights-holders and duty-bearers under the Life-Cycle Approach and the principle of Leave No One Behind (LNOB) and align with UNFPA’s three transformative results—zero unmet need for family planning, zero preventable maternal deaths, and zero gender-based violence (GBV) and harmful practices.
Funded by UNFPA’s Strategic Investment Facility of UNFPA (SIF) and open to other potential donors, this effort will create and refine a digital platform designed especially for vulnerable groups—including adolescent mothers, youth, women living in poverty, ethnic minorities, persons with disabilities, older persons, and women and girls of all ages—to promote equitable access to essential information, services, and support.
“SoSafe” leverages data exchanges and infrastructure links with the TraffyFondue platform to offer comprehensive support for all Thais—particularly women—to expand their choices, address gender-based violence, and protect against discrimination and other social problems. The consultant will support strategic expansion efforts in 2025, facilitating consultative meetings to gather user and stakeholder insights, and collaborating closely with the TraffyFondue development team to refine platform features for adolescent mothers, youth, women living in poverty, ethnic minorities, persons with disabilities, older persons, and women and girls of all ages.
A critical aspect of this role involves resource mobilization—identifying and cultivating partnerships with organizations that can provide financial or in-kind contributions to sustain and grow “SoSafe” in new provinces or demographic areas. By building relationships with public agencies, private-sector entities, and civil society, the consultant will help secure the investments and collaborations necessary for successful scaling.
Ultimately, the consultant’s findings and final report will guide the platform’s evolution into a full life-cycle solution, incorporating the Life-Cycle Approach and the principle of Leave No One Behind, UNFPA’s three transformative results and aligning with broader national priorities. These deliverables will be shared with key stakeholders to strengthen multi-sector support and ensure that “SoSafe” remains a transformative platform for Thailand’s diverse communities.
You will report to the Head of Office of UNFPA Thailand, and closely working with Programme Analyst on Population and Development.

Job Purpose:
Under the direct supervision of the Head of Office, the consultant shall closely working with Programme Analyst on Population and Development. The scope of work encompasses the following key areas.
You would be responsible for:
1. Continued Platform Development and Implementation
- Contribute strategic insights to the integration of SoSafe with other relevant platforms and applications, collaborating closely with TraffyFondue development team (NSTDA), Thai Health Promotion Foundation, the Bangkok Metropolitan Administration, provincial government offices, and national ministries (Public Health, Social Development and Human Security, Interior, Education) at both national and sub-national levels.
- Plan and facilitate a official launch conference, training-of-trainers workshops to ensure strategic geographical expansion usage of SoSafe, and launch events in new provinces. Provide ongoing monitoring and evaluation (M&E) support in existing provinces, with a focus on gender-based violence response, sexual and reproductive health needs, and service availability for women and girls
2. Partnership and Resource Mobilization
- Support and engage potential partners able to offer financial or in-kind contributions to the SoSafe project.
- Support to secure commitments from at least two new partners to support the platform’s expansion and sustainability.
3. Analysis and Reporting
- Produce a comprehensive analytical report following each implementation phase of SoSafe, including key findings, recommendations, and detailed insights on the platform’s performance.
- Collaborate with the mobile app developer team to ensure that user feedback and lessons learned are integrated into the platform’s prototype and subsequent iterations.
4. Stakeholder Engagement and Collaboration
- Support the overall collaboration by Leading and facilitating meetings to gather input from stakeholders and communities interested in adopting or enhancing the SoSafe platform.
- Support the final report development and co-present the final report to key stakeholders and the mobile app developer team, laying the groundwork for subsequent stages of SoSafe’s nationwide implementation.
Duration and working schedule: 1 March – 31 December 2025 for 100 working days
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
- The outline work plan is to be finished by 31 March 2025.
- The mid-term progress report is to be finished by 31 July 2025.
- The final report is to be finished by 15 December 2025.
Monitoring and progress control, including reporting requirements, periodicity format and deadline: Consultant shall communicate with UNFPA and relevant partners to understand the objective and to seek advice/clarifications on any specific technical terms that are unclear.
Expected travel: 10 trips to engage with key target areas such as Chiang Rai, Phayao, Lamphun, Phuket, Yala, Pattani, Khon Kaen, Udon Thani, Singburi provinces (tentatively)
Qualifications and Experience:
Education:
Master’s degrees in business, economics, public finance, social sciences, demography, international development, or other related fields.
Knowledge and Experience:
- At least five years of relevant working experience in social, economic or public policy research, complex and multiple-stakeholder coordination,
- Experience promoting or developing innovative digital or technological tools to address social problems will be an advantage.
- Excellent analytical, writing and communication skills.
- Excellent written and spoken English language skills.
- Ability to develop and maintain effective working relationships, both internally and externally with partners and stakeholders.
- Proven experience in providing quality comprehensive analytical reports.
- Experience working multilateral organizations and the UN system preferred.
- Experience working to enhance UNFPA’s life-cycle approach is required.
- The ability to advise on the design and implementation of the life-cycle digital platforms is required.
- Experience working or coordinating with both national and sub-national governments in Thailand is required.
- Experience working with UNFPA and understanding of UNFPA’s mandate is desirable.
- Good analytical skills: ability to analyse and synthesize good practices, and lesson learned of the community/local initiatives.

Must be fluent in English and Thai
