The team is committed to delivering high-quality infrastructure projects while embracing innovative, more efficient ways of working.The Directorate is structured into five teams reporting into the Construction Services Director: Engineering, Planning, OLE Delivery, Track Delivery, and Programme Change. Works are planned and delivered using an internal Network Rail workforce, with Construction Services acting as Principal Contractor, Principal Designer, and POS approval holder.During Control Period 7 (2024-29) Construction Services is remitted to plan and deliver Ballast Cleaning projects on Northwest & Central and Network Rail High Speed regions, and OLE renewals across Northwest & Central region.The team operates nationally from its Crewe and Bletchley Construction Depots, with support roles based at Birmingham and Milton Keynes.Construction Services (CS – Engineering) is composed of highly qualified engineers with years of experience in the rail sector, certified in multiple disciplines, and backed by strong problem-solving capabilities. We combine technical proficiency with an in-depth understanding of the rail industry’s evolving needs, delivering projects that are both timely and cost-effective ensuring the highest standards of safety, efficiency, and sustainability. We specialise in managing the complete lifecycle of rail projects involving track, signalling and overhead line equipment (OLE). From planning to execution, our team ensures that our systems are designed, installed, and maintained to the highest industry standards. We oversee technical coordination, risk management, and compliance to ensure projects are delivered on time and within budget.Key services include:

  • Project Engineering Management for Track, Signalling & OLE (Overhead Line Equipment)

About the role (External)We are seeking an exceptional S&T Team Leader to be part of the charge in revolutionising how we deliver projects across the UK and to inspire the team in delivering a safe, quality, and efficient construction service to our Regional Customers, which differs from that available in the external supply chain.This role is pivotal in meeting customer demands and budget expectations while fostering a culture of safety, compliance, and continuous improvement. You will be a strategic and tactical thinker, putting best practice first in helping deliver our works.Above all, your ability to communicate effectively at all levels and build relationships with both internal and external clients, wider SCO Teams, the workforce, and delivery partners will be key.Key Responsibilities1. Establish and maintain appropriate safety arrangements for staff under your control including Contractors.2. Carry out work safely and in accordance with the safe systems of work procedures, method statements or other relevant instructions.3. Undertake work and associated duties for which you are trained and competent.4. Undertake and direct work activities in a safe and efficient manner and in accordance with all relevant standards.5. Control and check the quality of work undertaken and confirm assets are compliant to standards.6. Check that the staff under your control have the appropriate and valid competencies.7. Check that vehicles, plant, tools, equipment and materials under your control are fit for use and are used/stored and disposed of correctly.8. Accurately report all work completed/not completed and produce/maintain records as required.9. Contribute to your own development and that of others.10.   • Experience of arranging and implementing safe systems of work.
  • Experience of organising and controlling the safe and efficient delivery of work.
  • Able to demonstrate, promote and embed safe working behaviours within the team.
  • Able to lead, motivate and direct a team.
  • Able to communicate effectively verbally and in writing.
  • Knowledge and experience of distribution and plant inspection, faulting, maintenance and renewal techniques.
  • Knowledge of relevant standards, procedures and instructions.
  • Hold and retain competencies relevant to this post, required by business need.
  • Ideally hold (or be working towards) an NVQ level 2 or 3 (or equivalent) in a relevant subject or have attained the appropriate level of knowledge gained through equivalent relevant experience.
  • Able and willing to drive vehicles as required by business need.
