Your responsibilities

Under the direct supervision of the MEAL Manager (Head of MEAL), the MEAL Expert provides efficient and effective program management assistance, strategic and administrative support to the implementation of all WHH Iraq MEAL activities across all projects.

Key tasks and responsibilities

Monitoring, Evaluation, Accountability and Learning (MEAL)

• Support the development of projects’ MEAL plans and Data Flow Matrix (DFM) for all new projects.

• Support monitoring of activities implemented by partners, especially data management and field monitoring of activities.

• Oversee the planning and implementation of the projects and specifically the planned activities and following up daily on MEAL activities.

• Support projects participants’ registrations by designing registration tools in online platforms for collecting participants’ information/data develop participants databases.

• Conduct routine site visits for all projects and provide field monitoring reports to the Head of MEAL and HoPs, for discussions and addressing any challenges.

• Identify opportunities for community mobilization and dissemination of results, sharing of project results with communities and wider stakeholders.

• In collaboration with the HoPs and Head of MEAL, support assessments, evaluations (Internal and External), PDMs, Surveys, research and other studies, in accordance with WHH evaluation standards.

• Liaison with various WHH Iraq stakeholders including government agencies, participants, suppliers and implementing partners in all aspects of data sharing, ensuring data protection policy is adhered to.

• Provide support to the accountability focal point to manage and implement key accountability mechanisms, particularly the external (community and stakeholders) Feedback, Complaints and Response Mechanisms (F-CRM).

• Responsible for updating participants data and logframe indicators on WHH Programme Management Information System (ProMIS). Collaborate with the Heads of Projects (HoPs) to ensure all project documents are uploaded on the relevant ProMIS folders.

Capacity building support

• Provide capacity building support for WHH project staff and the implementing partners on MEAL standard tools, digital data collection, online platform especially use of commcare, measuring success indicators, data quality checks.

• Support enumerators recruitment, training and management of mobile workers on all data collection activities.

Commcare HQ and Data Management

• Provide Leadership on the Commcare Project Space Administration, developing applications for all WHH Iraq projects.

• Managing user roles and permissions in CCHQ.

• Support the development of standard monitoring and evaluation activities tool on CCHQ; these include registration tools, PDM, Impact assessments, multi-sectoral evaluation, etc.

• Forms design including surveys (baseline surveys, evaluations, impact assessments, Post Distribution Monitoring) in any online data collection platforms.

• Responsible field data collection – Team leader during assessments, registration, and management of mobile workers.

• Support the MEAL Department in ensuring the filing of MEAL related documents (based on donors and WHH’s needs) and oversee WHH Iraq’s hard copy data management system and MEAL storage room.

• Lead projects database management systems including developing and management of Projects databases.

• Quantitative data cleaning and analysis (data for all evaluations, baseline and endline surveys, impact assessments, and other evaluations.

• Support external consultants by ensuring quality assurance on data collection tools, methodologies, sampling procedures and field data collection management.

Others

• On needs basis, can support translation of data collection tools into local languages between English, Kurdish, Arabic for relevant stakeholders within the programme.

• Any other MEAL duties that may be assigned by the MEAL Manager.

Duty Station

This position is based in WHH Iraq Erbil Office with travel to field offices in Sinuni and Tirkrit, as well as other field offices as required.
