Learning and Accountability Expert*

The position is to be filled as soon as possible, with an initial contract duration until 31.12.2025. Employment location will be Erbil,in KRI. The position is paid according to SG7 ( 3,575,000 IQD) as Gross Salary .

Support all projects in the development and implementation of MEAL activities, including developing MEAL Plans, conducting assessments (needs assessments, impact assessments, baseline/endline surveys, site monitoring, spot checking, and PDMs), data cleaning and analysis, and report writing.

 

 

Your responsibilities

 

 

• Monitoring, Evaluation, Accountability and Learning (MEAL)

• Support all projects in the development and implementation of MEAL activities, including developing MEAL Plans, conducting assessments (needs assessments, impact assessments, baseline/endline surveys, site monitoring, spot checking, and PDMs), data cleaning and analysis, and report writing.

• Collaborate with and advise Project MEAL Officers in order to mainstream MEAL in all project implementation and programme development.

• Development of MEAL Plans and corresponding tools and approaches to enhance the quality of WHH Iraq Programming.

• Oversee and ensure the achievement of actions as per the MEAL Unit strategy (2025 – 2026).

• Lead independent mid-term and endline evaluations of projects, in collaboration with the Heads of the Projects.

• Lead facilitation of Lessons Learnt – Pause and Reflect workshops and ensure documentation of such workshops and accounted for in future programming, e.g., generating evidence for advocacy purposes, and provide ongoing feedback to HoPS about key findings throughout the project management life cycle.

• Support the MEAL Manager (Head of MEAL) in report writing, narrative project reports and research/assessment reports.

• Work closely with the senior Database Officer to ensure the quality and accountability of WHH Iraq programmes.

• Lead WHH Iraq Accountability system, managing and implementing key accountability mechanisms particularly the Feedback, Complaints and Response Mechanism (F-CRM).

• Deliver induction sessions to the new staff on the F-CRM and conduct F-CRM annual refresher trainings to WHH Iraq Country programme staff.

• Support the HR Department in providing training to WHH Iraq Staff in managing and improving the internal reporting mechanisms, feedback and grievance policy and procedure.

• Liaise with the Communication Department in designing visibility materials for projects major events and for project implementation purposes.

• Advocate for social inclusion, and vulnerability groups with a focus on gender mainstreaming and protection issues and inclusion of People Living with Disabilities into the programming.

• Capacity Building

• Train Project MEAL Officers on MEAL tools and methodologies as required, ensuring WHH MEAL standards are maintained at the project level.

• Hire and train enumerators and provide them with a briefing on conducting ethical research, Do-No-Harm approach, CHS, WHH CoC, informed consent/maintaining confidentiality.

• Provide staff with support and up-to-date advice on development and challenges in project implementation together with any necessary recommendation for action.

• Act as team leader during assessments if no other trained team leader is available, and support and advise other MEAL Officers on assessments and research methodologies for current and future projects.

• Ensure SMART indicators for new projects as well as WHH Global Measuring Success (MS) Indicators.

• Support the MEAL Manager in streamlining WHH Iraq MEAL Systems and maintaining WHH Global MEAL standards, frameworks and tools, as well as accountability mechanisms such as the Core Humanitarian Standards (CHS).

• Translation of data collection tools into local languages between English, Kurdish, Arabic for relevant stakeholders within the programme.

• Any other MEAL duties that may be assigned by the MEAL Manager.

• This position is based in WHH Iraq Erbil Office with travel to field offices in Sinuni and Tirkrit, as well as other field offices as required.

 

Qualifications & Preferred Skills

  • University degree 
  • 3 to 5 years’ professional experience working in similar position with relevant tasks and responsibilities

Foreign language skills

  • Fluency in English ,Kurdish and Arabic (written and spoken),
