Job description

The Government of Uzbekistan is aiming at universal health coverage and is implementing a state health insurance scheme throughout the entire country.
The ongoing health project, implemented by GIZ on behalf of BMZ, is supporting the Ministry of Health among others in the field of health care financing and hospital management. Within this support, we are looking for an expert on health financing, fully working in line of the partner institution, to provide full-time technical advisory support to the Uzbek Ministry of Health and the National Health Insurance Fund to achieve these goals.
Close cooperation and coordination with both governmental partners and health partners is required.

Your Tasks

  • Strategic and policy advisory services and to the Uzbek Ministry of Health and the State Health Insurance Fund
  • Provide technical advice and assistance in the further development and expansion of the state health insurance fund, including capacity building measures
  • Development/revision and advice on the implementation of components of an insurance scheme, such as benefit package of interventions, claim management, purchasing
  • If necessary, input on the topic of hospital management from the point of view of health financing

Your profile

  • Postgraduate education at Master’s level or equivalent degree in relevant areas such as health financing, health economics, health systems management or social protection
  • More than 10 years of professional experience working with international partner organizations in the development of the healthcare system
  • Long-standing professional working experience, more than 10 years, in health financing and health system strengthening, preferably in post-Soviet countries or in countries with Semashko health system
  • Profound understanding of health system strengthening, health financing and social health protection in low and lower middle income countries
  • Strong ability to organize, analyse and summarise data/information
  • Excellent communication, coordination and inter-personal skills, good teamwork
  • Excellent english knowledge, professional russian knowledge
