- Formação sobre a elaboração de projetos e o acompanhamento da sua implementação ao nível dos municípios.

- Assegurar uma compreensão aprofundada e a aplicação eficaz das ferramentas de desenvolvimento de projetos, incluindo a planificação, a execução, o acompanhamento e avaliação, num quadro de boa governação.
- Capacitar o pessoal para integrar sistematicamente as considerações de género e os ODS em todas as fases da gestão de projetos, garantindo assim resultados equitativos e sustentáveis.
- Reforçar a autonomia dos atores municipais na gestão de projetos complexos, através do desenvolvimento de competências estratégicas e operacionais adaptadas aos desafios locais.
