The successful candidate will be responsible for ensuring that all marine operations comply with national and international regulations, as well as ABP’s internal policies and standards.The Marine Compliance Manager is responsible for the development, management, operation and continuous improvement of the SMS, training, competency and professional standards across the Wales marine department. The Marine Compliance Manager has training budget oversight for the Wales Marine Department and will ensure compliance and continuous improvements in all aspects of the marine operation with the PMSC and internal MA notices.Accountabilities

  • Conservancy – administration and authorisation of Harbour works consents / notice(s) to mariners / buoyage claim management.
  • Navigational mark management in liaison with Trinity House as the General Lighthouse Authority.
  • Assist in incident management and form part of the Marine response team.
  • Assist the South Wales Marine management team in achieving the department’s aims and objectives, including stakeholder liaison.
  • Support the Divisional Port Manager, Divisional Harbour Master, and Deputy Harbour Master in reporting KPIs and team operations at the local and board levels.
  • Initiating corrective actions when necessary.
  • Providing safety reports on SMS performance on a periodic basis.
  • Providing safety advice to Marine managers and proposing corrective actions on safety related-issues as needed.
  • Ensuring that safety-related documentation and records are available and up-to-date.
  • Conduct investigations as directed by the Harbour Master or Deputy
  • Work closely with the Technical Authority, Marine in implementing PMSC changes and robust systems for the Marine function.
  • Oversee third party contracts and licences applicable to the Marine Department.
  • Monitor and keep up to date the marine licencing for south Wales dredging programme, towage providers and 3rd party operators.
  • Ensure compliance with mandatory training requirements for all marine staff.

  • Inter and intra-organisation project management experience.
  • Leadership qualities and people-oriented skills such as, objectivity, fairness etc.
  • Competent written and oral communication skills.
