1. Organizational Context
a. Organizational Setting
The post is located in the IP and Innovation Ecosystems Sector (IES). Coordinating with other vertical and horizontal WIPO sectors, IES is responsible for helping Member States develop their IP and Innovation ecosystems to drive enterprise and economic growth. This Sector is responsible for working with key partners and intermediaries in the innovation ecosystems to provide support to researchers, innovators and enterprises, including SMEs. Other key focus areas include IP commercialization for business growth, emergence of IP as an asset class, development of expertise on national IP strategies and related policies, economic analysis on IP and innovation and creativity, strengthening ADR and the services provided by the Arbitration and Mediation Center, and providing technical assistance to the judiciary, as well as services related to the legal databases.
b. Purpose Statement
The incumbent provides overall management and coordination of an effective program to assist Member States in the development of their national IP and innovation strategies. Such strategies might include comprehensive IP policies or purpose-limited policies, such as innovation policies, creative industries policies, technology transfer and IP commercialization policies, IP governance or otherwise policies in which the IP angle is a key component, such as international investment and trade, business support, industrial policies, health and agricultural innovation, and countries economic development policies. WIPO’s work in this field contributes to the achievement of broader economic development goals and to the enhancement of Member States’ innovation and creative ecosystems. This includes providing strategic advice and coordinating in-house expertise; providing project management support; and managing the program’s framework and processes, including the methodology, supporting guides, tools and research.
c. Reporting Lines
The incumbent works under the supervision of the Assistant Director General, IP and Innovation Ecosystems Sector.
d. Work Relations
The incumbent is expected to work closely with colleagues within the IES, with those in substantive Sectors who contribute with their expertise to the development of IP strategies, and collaborate extensively with Regional Divisions and External Offices in the Regional and National Development Sector (RNDS).
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Lead studies on the policy trends and international best practices relating to national IP strategies, with a view to enhancing the level of expertise and strategic advice provided by WIPO to Member States, as well as to external and internal stakeholders.
b. Provide expert advice on the overall program and mechanisms to ensure a more consistent, coordinated and whole-of-WIPO approach on its technical assistance to Member States for the development of national IP strategies.
c. Provide expertise, guidance and act as the central point of coordination within WIPO regarding the process of development, formulation and implementation of national IP strategies and related policies, coordinating across Sectors as needed and assisting colleagues in the Regional and National Development Sector who are responsible for leading and facilitating the overall engagement and development process with individual Member States.
d. Facilitate the conceptualization and work for the adoption or update of a methodology, tools, guides, training and other material, in order to ensure a coherent and harmonized process to advise Member States in the development of national IP Strategies.
e. Establish and maintain contacts with the relevant authorities of Member States, public and private stakeholders and the NGOs in areas of WIPO’s work related to national IP strategies, in close coordination with the Regional and National Development Sector.
f. Analyze, monitor and report on progress with WIPO’s program relating to national IP strategies, developing improvements and adjustments to the program’s framework and processes to better meet the different needs and capacities of Member States.
g. Coordinate the network of outside experts who provide assistance to Member States on the development of national IP strategies and provide directions to ensure that national IP strategies are of high standards of quality and correspond to the level of development of Member States, including their economic plans and priorities, whilst respecting that the shape and direction of the strategy is ultimately at the discretion and prerogative of the Member State.
h. Perform other related duties, under the mandate of the IP and Innovation Ecosystems Sector.
3. Requirements
Education (Essential)
Advanced university degree in economics, business management, law, international relations, sciences or another relevant discipline. A first-level university degree in a relevant field, plus two years’ experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.
Experience (Essential)
At least ten years of relevant professional experience in the design of national policies, such as IP policies, scientific research promotion, innovation policies, creative industries policies, technology transfer and IP commercialization or other policies in which the IP angle has been a key component.
Experience (Desirable)
Experience working with different IP stakeholders, such as government agencies, R&D institutions, and organizations that support them such as incubators and other business support organizations.
Language (Essential)
Excellent knowledge of English.
Language (Desirable)
Good knowledge of any other UN official language.

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.
Annual salary:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the February 2025 rate of 68.1%
