Islamic Relief Worldwide (IRW) has been working in Iraq for more than 20 years. IRW-Iraq was among the few aid agencies that have been on the ground since 2003. Islamic Relief Worldwide Iraq is implementing several projects in the sector of livelihoods, WASH, Education, and Protection.

 

JOB PURPOSE:

The security officer for IRW Iraq will support the overall safety and security coordination for the country office. Working to maintain a secure operating environment at the head office level in Erbil, at sub-office levels, and in the assessment and move into new locations across the country.

Main duties and responsibilities:

  • Ensure that all offices in the country use and comply with IRW guidelines and national Health and safety regulations while ensuring we maintain a good working environment in all workplaces/offices.
  • Ensure adequate security and safety measures are in place to minimize risks to staff and associated stakeholders.
  • Monitor the evolving situation in the area of IRI operations in coordination with other actors as per country and Programme guidelines Act as the local focal point for safety co-ordination and information sharing between the relevant National actors within the area of operations.
  • Collect, verify, analyze, and report information that affects, or may affect, IRW operations.
  • Establish a network of contacts that supports IRW safety in operations.
  • Track safety-related incidents and developments and provide trend/pattern analysis.
  • Undertake and support others to undertake Risk Assessments (RAs) and facilitate the implementation of mitigation measures.
  • Manage the Safety Level System (SLS) for the programs.
  • Assist with the implementation of CMP (security management plan) by office/location.
  • Facilitate program access and continuity through the provision of informed advice.
  • Manage safety-related information and provide all staff with regular safety updates and advisories.
  • Maintain relevant safety documentation, data, and records (training register, incident tracking, maps, etc.).
  • Support the IRW IRAQ operation coordinator in the development of a pocket guide to safety for field staff/volunteers.
  • Liaise with UN agencies, NGOs, and other external actors to gain safety information and analysis.
  • Represent IRW inter-agency safety meetings.
  • Act as the focal point for the procurement of safety-related equipment, facilities, and other resources.
  • Management of the security portfolio of work for IRW Iraq.
  • Following up with the submission of NOC and JCC letter and making sure is up to date.
  • Conduct Security induction for new staff.
  • Conduct fire drills and make sure are up to date.
  • Lead coordination of security risk assessments for new areas, projects, and grants.
  • Update and improve core IRW security plans, policies, contingency plans, and SOPs.
  • The travel requirement for this position is 40%
  • Any other duties assigned by the Line manager.

  1. A) EDUCATION/TRAINING

Required:

  • Bachelor’s degree in business administration or Diploma or another related field
  • Professional Certification in safety and security or any other relevant field.

 

  1. B) EXPERIENCE
  • 5 years of field experience in a Humanitarian relief or development non-governmental organization. 
  • Experience in policy formation and ensuring team-wide and system compliance.

 

  1. C) Key Personal Qualities and Professional Qualifications:
  • Excellent communication and negotiation skills.
  • Familiarity with report writing.
  • Proficiency in Microsoft Office, including MS Word, MS Excel, PowerPoint, and Outlook.
  • Good command of English (written and spoken) and fluency in Kurdish and Arabic (written and spoken.
  • Excellent analytical and report-writing skills.
  • Excellent security management and interpersonal skills
  • Good planning and organizational skills and efficient work methods.
  • Demonstrated commitment to principles of transparency, accountability, and honesty.
  • A positive problem-solving approach.
  • A commitment to learn and adopt new ideas and approaches.
  • Strong working knowledge of threat assessment, risk mitigation application, and the ability to develop and work within an acceptance strategy.
  • Demonstratable high-level working knowledge of context analysis and the current environment in Iraq.
  • Communication skills to effectively communicate with others, especially in stressful situations.
