The Position

The IM and M&E Associate will support the establishment and maintenance of a robust information management and monitoring and evaluation system for UNFPA’s humanitarian response in the Bicol Region and in other UNFPA 9th Country Programme (CP9) priority sites, as necessary. This will involve collecting, analyzing, and reporting on data related to project activities, outputs, and outcomes. The Associate will help ensure that data-driven evidence informs program implementation and decision-making.

In the Philippines, UNFPA is implementing its 9th Country Programme 2024-2028 (CP9). CP9 is tightly aligned with the mid- and long-term development goals of the Philippines and Ambisyon Natin 2040, the SDGs, and the ICPD Programme of Action.

Job Purpose:

Under the direct supervision of the M&E Specialist and with technical guidance from the International Humanitarian Nexus Coordinator, the IM and M&E Associate post is aimed at providing monitoring, evaluation, and research support for the humanitarian projects in the CP9 priority sites through the following: 

● Supporting the establishment of an M&E framework for the project including the identification of performance and results indicators;

● Ensuring the availability of data needed for monitoring and evaluation to inform programming and decision-making;

● Supporting the process and impact documentation of implemented projects through the design and implementation of a parallel operations/implementation research;

● Providing M&E reports necessary for management of operations and decision making; and

● Developing recommendations based on the analysis and assessment of the M&E data collected.

MAIN DUTIES AND RESPONSIBILITIES:

Monitoring, Evaluation, and Information Management Support for the Implementation of the Humanitarian Response

  • Develop and implement an information management system to track UNFPA’s typhoon response activities, including beneficiary data, service delivery, and supplies distribution;
  • Develop and maintain databases and dashboards to visualize key program indicators and trends;
  • In close coordination with the Country Office Data Analyst, support the development and utilization of the Common Operational Data Sets for Population Statistics (COD-PS) in forecasting the needs and impact of humanitarian emergencies in the affected sites of the country; 
  • Compile and analyze data for each project component and for all project indicators and present analytical reports to inform UNFPA management, donors, and other stakeholders;
  • Contribute to the preparation of donor reports and project evaluations;
  • Collaborate with implementing partners to strengthen their M&E capacity;
  • Assist the Humanitarian Response team in the preparation of the project implementation plans (e.g. identifying the appropriate output indicators, annual targets and quarterly milestones), and ensure accurate inputs to the quarterly and year-end reporting on project results
  • Guide the Humanitarian Response team and implementing partners in preparing Work Plans in the right format with narratives and SMART indicators, targets and baselines, and reviewing quarterly monitoring reports submitted by implementing partners to ensure that they are results-focused and aligned with the CO CP Implementation Plan/Results and Resources Plan (RRP)/high-level work plans;
  • Review and provide inputs to the M&E framework of the project to ensure compliance to RBM standards and assist in updating and implementing the project M&E Plan and Calendar;
  • Assist in the preparation and conduct of quarterly/mid-year/annual implementation and/or after action reviews;
  • Coordinate the preparation and finalization of the Project Implementation Report which includes the documentation of the project operations, challenges encountered, and lessons learned, including case studies, to capture qualitative outputs of the project.
  • Participate and represent UNFPA in relevant coordination meetings, working groups, and M&E-related forums and discussions;
  • Provide M&E support to events relevant to the attainment of project targets;

Other corporate tasks

  • Any other relevant activities/responsibilities as assigned by the M&E Specialist.

Education:  

Completed Secondary Level Education required; first level university degree in applied mathematics (e.g. Statistics) or in Social Sciences with a focus on monitoring and evaluation, operations research, data collection, and analysis of data is desirable.

Knowledge and Experience: 

  • At least 7 years of relevant experience in Monitoring and Evaluation, Operations Research, Information Management, and/or Programme Management;
  • Prior experience in the monitoring and evaluation of SRH, GBV, gender equality, women’s empowerment, protection, human rights programs and/or projects, including in humanitarian situations, would be desirable;
  • Strong computer skills including proficiency with statistical software as well as database software.
  • Field experience is a strong asset.
  • Ability to travel to areas affected by humanitarian emergencies.
  • Familiarity with the UN System will be an advantage.

Languages: 

Proficiency in Filipino and English required.  Knowledge of local languages in the Bicol Region is an asset.
