JOB DESCRIPTION
In coordination with the project team the expert will:
- Review the current state of the IT identification and registration systems and infrastructure in MoI through desk review and consultation process with all the involved parties.
- Provide detailed plan and recommendations for the implementation of the Master Plan architecture, including recommendations for technical and financial adjustments (if needed) of the Master Plan to allow successful compliance with Eurodac system.
- Assist in drafting of Terms of Reference for engagement of the IT expertise that will be responsible to participate in the preparation, maintaining, and follow up on the multi-annual procurement plan of technical items, and coordinate the technical preparation of procurement specifications and documents.
Tangible and measurable outputs of the work assignment:
First deliverable – Assessment of the current state of the MoI identification and registration IT systems and infrastructure and its Eurodac compliance.
Deliverable by 15 May 2025, 15 working days (including 5 days travel to North Macedonia) and payment of the first installment.
Second deliverable – Revision document of the Master Plan – Implementation Plan, with detailed recommendations for the establishment of all systems foreseen by the Master Plan architecture, as well as the necessary financial investments in infrastructure within the available budget.
Deliverable by 09 June 2025, 17 working days and payment of the second installment.
Third deliverable – Assistance in drafting of the Terms of Reference for the engagement of the IT consultancy company.
Deliverable by 12 June 2025, 3 working days and payment of the third and final installment.
Education: Master’s degree in political science, Peace and Security Science, International Affairs, Law, IT, etc) or other relevant areas.
Experience: At least 7 years experience in the migration management area. Experience in:- IT identification and registration systems and infrastructure and EU Eurodac; – research, assessments and report preparation; – liaising with government authorities, diplomatic missions, and IOs. Experience with North Macedonia authorities will be considered as an asset.
Skills: Possession of national security clearance certificates will be considered as an asset. In case the applicant doesn’t possess national security certificate he/she will undergo security briefing conducted by the Ministry of Interior. IT proficiency with Word, Excel, and PPT.
Languages: English language. Knowledge of the local languages is an asset.
Travel required: North Macedonia and remotely.
