Duties and Responsibilities

UN Environment Programme (UNEP) is the leading global environmental authority that promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Climate Change Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental Climate Change. To fulfill its mandate, the work of the Climate Change Division focuses on: working with Members States and Partners to accelerate and support a just transition by addressing mitigation and adaptation gaps through enhancing implementation capacity, access to finance and technology, and building resilience. The Climate Change Division promotes sustainable development and effective policies for climate stability; supports action so that countries progress on decarbonization, dematerialization, and resilience pathways in line with their climate commitments, aspirations, and needs; and foster transparency in reporting. This position is located in the Adaptation and Resilience Branch in Nairobi, Kenya. Under the overall supervision and guidance of Head, Adaptation and Resilience Branch, Climate Change Division, the incumbent will be expected to support the workstreams below:

  • The establishment of the Climate Finance Cluster;
  • The production of the “Let’s talk about overshoot” report;
  • Consolidated UNEP offer on climate finance to support countries identify and leverage funding for NDCs, NAPs and align priorities with financial flows;
  • Other tasks assigned by the Head of the Adaptation and Resilience Branch and the Director of the Climate Change Division.

The consultant will undertake the following activities:

  • Coordination support of the establishment of the Climate Finance Cluster:
    • Coordinate and support the conceptualization of the Climate Finance Cluster in the Division. This includes working with the Heads of the two Finance Units for technical inputs, facilitating exchanges among management in the Division, conducting desk research on related topics and providing drafting support as needed;
    • Organize and facilitate meetings and exchanges, manage documents and information storage related to the Climate Finance Cluster.
  • Technical and coordination support to the production of the “Let’s talk about overshoot” report:
    •  Support the Programme Manager (in the Cities Unit) in tasks related to managing the production of the report, this includes:
      • Conduct desk research, data validation, and information gathering;
      • Organize meetings, take notes, collect and compile inputs from the expert group and support the coordination the report development and review process;
      • Support project management related activities as needed, e.g. contracting of partners;
      • Consolidate and organize peer review comments to be addressed by authors;
      • Keep track and support where necessary the communication with the Chief Scientist Office, Early Warning and Assessment Division, Communications Division and the Regional Offices;
      • Support fundraising and advocacy activities as needed.
    • Provide details of and keep track of the publication process, including liaising with the CC Division communications focal point and monitoring approval processes of the UNEP Comms Division, ensuring that each step of the process (e.g. editing and layout) are on track.
  • Support the mitigation and adaptation interface:
    • Support the Head of the Adaptation and Resilience Branch in building mitigation and adaptation synergies of the division’s work in policy support, project delivery and strategic visioning. This includes:
      • Working with project managers in both the mitigation and adaptation branch in exploring ways to build synergies and to develop standard UNEP offers to countries on NDCs, NAPs and beyond;
      • Supporting colleagues managing the NAPs portfolio on collecting insights, lessons learned and good practices on financing NAPs and integrated planning;
      • Supporting consultation and engagement with other UNEP technical divisions and Regional Offices.
    • Support the Head of the Adaptation and Resilience Branch on engagement with external partners, initiatives and programme related to mitigation and adaptation synergies. This includes but not limited to the partnership with the Coalition of Finance Ministers for Climate Action (CFMCA).
  • Other tasks assigned by the Head of Branch and the Director:
    • Manage the Head of Branch’s meeting calendar and approval folders;
    • Support the Head of Branch in organizing team meetings and other branch events;
    • Coordinate inputs from the Branch (and Division) on varies matters as needed, e.g. briefing notes, technical review of documents etc.;
    • Work with the Special Assistant of the Director for any required support in the delivery of the Division’s work.

Qualifications/special skills

  • A Bachelor’s degree in climate change, sustainability, administration, social studies, Economics, Development Studies, International Relations, or other relevant areas is required;
  • Two (2) years of experience in project coordination, research and communications, preferably with a focus on climate change, natural resources management, and sustainable development is required;
  • Prior experience or exposure to working with UN agencies is desirable.

Languages

  • Fluency in written and spoken English is a requirement. Knowledge of at least another United Nations language is required.
