You will:
- Provide direct incident/crisis management advice to MYRM management and act as the focal point for MYRM’s Crisis Management Plan (CMP).
- Assess security risks to personnel, operations, and assets considering the evolving security and political situation in Myanmar and the wider region, to provide professional, nuanced, and realistic mitigation advice to MYRM management.
- Implement and enhance measures to mitigate security risks by ensuring a functional warden system and mission tracking, providing comprehensive protection for personnel, operations, and assets.
- Conduct mandatory security briefings for VIPs, ADB personnel, consultants, and other visitors of MYRM to ensure compliance with security risk mitigation measures and awareness of emergency procedures.
- Develop comprehensive security and emergency procedures for ADB offices and operations, according to the field office CMP, to include ensuring the operability of relevant security equipment such as first aid kits, personal protective equipment.
- Provide technical advisories on MYRM security and coordinate with private security providers for information sharing and guard force management.
- Collaborate with United Nations Department of Safety and Security (UNDSS), international and diplomat counterparts, and host government security personnel to ensure safety and security of ADB staff, assets, and operations.
- Security Training Activities:
- Coordinate booking of ADB personnel on mandatory UN Security Management System (UNSMS) courses to ensure participation and compliance.
- Be an active trainer for mandatory UNSMS courses.
- Implement and maintain security as a safeguard throughout the ADB project cycle, ensuring agreement with the Country Partnership Strategy (CPS) and collaborating with MYRM sector heads.
- Organize site visits to ADB-funded projects upon request, including preparing security risk assessments, operational plans, and coordinating all security and logistical procedures.
- Liase with host government security, law enforcement, emergency services, diplomat and international partners, donor organizations, and the UN Department of Safety and Security, including active participation in the UN Security Cell.
- Perform other responsibilities required and reflected in the workplan.
Qualifications
You will need:
- Bachelor’s degree preferably with master’s degree or equivalent or advanced training.
- At least 8 years relevant professional experience, including experience in security procedures; and at least 4 years of supervisory experience.
- Previous experience as a security officer is advantageous.
- Technical knowledge of security management, policies, and resolution.
- Demonstrate ability to provide strategic insight in analyzing complex situations and design well-thought-out solutions.
- Experience organizing multiple tasks and producing professional-quality outputs within the deadline.
- Proficiency in the use of relevant computer-based programs and applications including databases such as Oracle, Outlook, and SharePoint.
- Collaborate with teams as a constructive team member.
- Strong verbal and written communications skills in English and in Burmese.
