Job Title: Adviser Research and Organisational Learning – maternity coverReports to: Head of Technical Assistance, Strategy, Advocacy and Learning (SAL) DirectorateLiaises with: Other units in the SAL Directorate, Country Offices, International Programmes and Emergency Directorates, Researchers and Academic Institutions, Finance Directorate and Corporate Services.Job location: This position is based in Dublin HQ applying a hybrid working model (working from the Concern Dublin office at least two days per week).Substantial (30%) overseas travel is a part of this role.Pay Band: Band 5 (54,500 – 62,286 EUR)Contract: One year, fixed termJob Purpose:Concern Worldwide is a non-governmental, international, humanitarian organisation dedicated to the reduction of suffering and the elimination of extreme poverty in the world’s most fragile and vulnerable countries. Concern is headquartered in Dublin with other support offices in London, New York, Belfast, Seoul and in each of the 27 countries of operation.Concern Worldwide works to develop and scale up effective, evidence-based interventions to promote livelihood security, access to services and wellbeing for extremely poor people and those affected by disaster in some of the most fragile and vulnerable contexts in the world. The organisation actively supports programmes in 27 countries in Livelihoods (including Agriculture, Food Security, Social Protection, Markets and Cash, Climate Change Adaptation and Environment), Health (including Maternal and Newborn Health, Nutrition and WASH) and Education. Programmes address issues of inequality, reduce vulnerabilities to disasters and other risks, are climate and conflict sensitive and include protection actions as needed.The Programme Support Adviser will play a pivotal role in the management of Concern’s substantial research portfolio, including working closely with external researchers and institutions. They will coordinate the production of key reports for Concern’s Board, the production of literature reviews on “emerging” subjects and produce synopsised versions of the final research report for internal use and external dissemination and advocacy. They will also be requested to assist Concern’s country teams with undertaking operational research to improve programming in the specific contexts in which they are operating.Some international travel is anticipated for this position.Key Responsibilities:

  • In coordination with the Head of Technical Support, key Technical Advisors and the International Programmes team, oversee the development, coordination and day to day management of Concern’s research portfolio, including:
  • contributing to the identification of research partners,
  • negotiation of contracts with research institutions,
  • support to country teams in establishing research projects
  • review of research reports and outputs
  • planning for and supporting the dissemination of the research findings.
  • Produce the Annual Programme Progress Report (APPR) to optimise internal learning and for submission to Concern’s Senior Management and Board, and support the Country Annual Programme Review process.
  • Support the production of Meta Reports for submission to Concern’s Board.
  • Undertake regular pieces of research for country teams – including desk based pieces such as external analyses as part of the Country Strategic Planning process, and the production of Concern’s internal Poor Vulnerable Index (PVI), and in country, as part of the support process to contextual analyses
  • Support the Senior Management Team in the production of technical background papers on topical subjects (recent examples of such reports in include ‘resilience’ and ‘localisation’), to allow the SMT make informed decisions on the future direction of the organisation.
  • Potentially be deployed to support emergency responses for up to six weeks.
  • Any other tasks as agreed with the Head of the Technical Assistance Team in SAL.

Skills and Experience Required:Essential:

  • A postgraduate research based degree in a multi-disciplinary field, such as Development Studies or in a specific technical area that Concern work in (food security, health, education).
  • Experience working in an NGO or development agency ideally with demonstrable experience working in emergency, conflict settings, or fragile states.
  • Practical understanding of community driven research approaches, methodologies and tools.
  • Strong written skills (an example of which may be requested as part of the interview process).
  • Strong analytical and research skills, essential experience in mixed methods research. Experience commissioning and managing research projects is desirable.
  • Excellent inter-personal skills with demonstrable experience in supporting processes of coordination and collaboration.
  • Ability to work both as part of a team and independently. Adaptable to evolving work priorities and schedules.
  • Ability to travel internationally in fragile and conflict affected contexts, sometimes on short notice.

Desirable:

  • Functional French language skills.
  • Experience working with research institutions, coordination fora and other relevant international livelihoods institutions.
