The position is contingent upon the execution of a sub-contract between Save the Children and the Contractor.Save the Children seeks an Advisor, Humanitarian Assistance Analyst to support the Famine Early Warning Systems Network (FEWS NET) 8 Decision Support Contract. FEWS NET is an integrated set of activities funded by the United States Agency for International Development (USAID) and is intended to provide timely, accurate, evidence-based, and transparent food security early warning information and analysis. FEWS NET’s Decision Support (DS) team, which is charged with providing integrated monitoring and analyses of current and forecast acute food insecurity in countries worldwide to support the United States Agency for International Development’s Bureau for Humanitarian Assistance (BHA) policy and programmatic decisions. FEWS NET 8 intends to design and implement a Humanitarian Assistance Decision Support Tool (HADST) that seeks to fill a gap in tracking and reporting on global food assistance operations, destinations, quantities, and values as an operational input to humanitarian assistance decision-making, and to assist with merging these variables with early warning assessments, global food price movements, food trade patterns, and commodity flows.The Humanitarian Assistance Analyst will focus on global analysis of humanitarian food assistance. This will include collection, collation, organization, and analysis of data and information related to global humanitarian food assistance (HFA) operations. Examples of such activities will include analysis of UN global operations and apprising the DS Team and Field Operations Team on these operations, assisting with development of assumptions on global humanitarian food assistance operations and targeted support for development of HFA assumptions and global review of HFA assumptions across countries for consistency. The HAA-QAM will assist with reviewing and refining FEWS NET’s guidance and tools for HFA information collection and analysis and assist as needed in deeper dives of HFA analysis in targeted geographies and/or analyses.LocationOn site – Washington DC, Fairfield, CT or Lexington, KY office locationsWhat You’ll Be Doing (Essential Duties)*not inclusive of all role responsibilities. • Technical Expertise (100%)

• Collecting, collating, organizing, and analyzing data and information related to global humanitarian food assistance operations
• Assisting with development of assumptions on global HFA operations
• Providing targeted support for development of HFA assumptions and review of HFA assumptions across countries for consistency
• Assisting as needed with deep dives of HFA analysis in targeted geographies and/or analyses
• Developing, reviewing, and refining FEWS NET guidance and tools for HFA information collection and analysis
• Coordinating, as appropriate, with the Humanitarian Assistance Senior Specialist (HASS) on the DS team’s technical needs in design and implementation of the HADST, including on its technical content and functionality
• Contributing input on key technical matters to inform DS leadership decision-making with regard to HADST priorities and functionality
• Collaborating with members of the FEWS NET DS team, including the Data Management Advisor, Data Management Senior Specialists, Quality Assurance and Methods Advisor, and Humanitarian Assistance Senior Specialist and Humanitarian Assistance Analysts in the Decision Support Group (DSG) (HASS/HAA-DSG) to ensure coordination on delivery of data and data analysis products in fulfilment of USG and USAID regulations
• In coordination with the HASS, Network Development and Capacity Building Advisor, and other members of the broader DS Team, contribute to engagements with key members of the relief agency community to identify, pursue, and secure data sharing agreements on humanitarian food assistance planning, operations, and delivery
• Collaborating with members of the DS Team, particularly the HASS and HAA-QAM and HAA-DSGs, to exchange knowledge of, and information from, existing and potential sources of humanitarian food assistance
• Participating as needed in discussions through multi-lateral fora, such as the IPC, Cadre Harmonisé, and Food Security Information Network, to encourage regular sharing of humanitarian food assistance information and develop pathways for securing HFA information
• Supporting the QAM Advisor as needed with QAM activities

Required qualifications for the role

• Minimum of bachelor’s degree or equivalent experience, plus at least 5 years of relevant experience
• Education and experience in a discipline relevant to food security
• At least two years must be directly relevant experience with food security analysis and/or humanitarian food assistance operations
• Knowledge of, and experience with, humanitarian food assistance operations through government, UN, NGO, and other agencies
• Familiarity with key multi-partner response coordination mechanisms, such as food security clusters and logistics clusters
• Excellent interpersonal skills, including the ability to work well with US-based and international staff and partners
• Professional proficiency in MS Office suite
• Professional proficiency in spoken and written English

Preferred qualifications for the role

• French and/or Spanish and/or Arabic language skills
• Advanced university degree (Master’s degree or higher) in a discipline relevant to the work of FEWS NET
• Experience with data management systems, preferably in a humanitarian setting
• Familiarity with scenario development or similar assumptions-based projections analysis
• Previous experience living and working in a region or country in which FEWS NET project staff work
• Prior experience with USAID-funded programs, including contracts, is a desirable advantage
• Excellent computer skills (Microsoft Office Suite, Google environment, etc.).
• Experience with GIS applications and mapping, and statistical software skills

CompensationSave the Children is offering the following salary ranges for this position, dependent on candidate location:

• Geo 1 – NY Metro, DC, and other locations with labor costs significantly above national average: Target Salary for this position is $84,150 – $94,050 base salary

• Geo 2 – Locations around the US National Labor Cost Average: Target Salary for this position is $76,500 – $85,500 base salary
• Geo 3 – Locations significantly below the US National Labor Cost Average: Target Salary for this position is $68,850 – $76,950 base salary

The salary ranges listed above are for US based candidates. For candidates located outside of the US, salary ranges will be based on the salary scales of the local employer of record.
