QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions,SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position. Specialized experience is experience which might have been gained in assisting managing operations, aircraft/aircrew scheduling and tasking, activities, directing operations planning and scheduling functions; including the planning, reporting, flight following and support to current, immediate or pending flight operations.OR
EDUCATION: Master’s or equivalent graduate degree ortwo full years of progressively higher level graduate education in an appropriate field such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position .leading to such a degree or LL.B. or J.D. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. Knowledge of Department of Defense, Federal Aviation Administration, and International Civil Aviation rules, laws, regulations, and instructions as they apply to aircraft operations, aircraft scheduling and documentation, aircrew training and the efficient use of personnel and resources in order to effectively and efficiently allocate 375 AW assets to Tanker Airlift Control Center and local training requirements.
2. Knowledge and ability to apply analytical and evaluative techniques to the identification, consideration, and resolution of issues/problems related to current operations planning and reporting functions in support of current, immediate, or pending flight operations.3. Ability to communicate effectively, both orally and in writing and to utilize computer systems when needed.4. Knowledge of the capacity and characteristics of the C-21 aircraft as well as any like aircraft.5. Knowledge of supply regulations, policies, procedures, techniques, and methods; and of policies and procedures for requisitioning and issuing equipment and/or parts.6. Knowledge of data entry and processing of supply transactions in an automated supply system; and of general office administrative and clerical procedures.PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
