Job Title: Analysis & Evidence GIS Specialist
Level: B2
Duty Station: Iraq – Baghdad Office
Reports to: Analysis & Evidence Coordinator
Duration of Contract: 12 Month fixed-term contract with the possibility of renewal to an open-ended contract. For internal candidates, this contract may be open-ended based on your existing contract status.

Objective:
The Analysis & Evidence GIS Specialist 1 is a technical specialist to support specific matters related to needs assessments, GIS, situation and problem analysis, monitoring, evaluation, and operational information management in the delegation to ensure evidence-based and outcome-oriented programmes.
In consultation with the line and the technical managers, the job holder will ensure a rigorous methodological approach to geographic data collection, management, analysis, and visualization to inform decision making. The specialist identifies opportunities to leverage geospatial analyses and the range of Geographic Information System (GIS) solutions to assess humanitarian needs and demonstrate the impact of programs. Collaborating with management and coordinators, the specialist contributes robust geospatial analyses and products for strategic prioritization and targeting exercises. The specialist also oversees the maintenance and development of georeferential data and GIS standard products, updates the map library, and supports projects with geocomponents with data and trainings. Overall, the Analysis & Evidence GIS Specialist plays a crucial role in promoting evidence-based decision-making while ensuring the standardization and accessibility of GIS products.”
Key Responsibilities:
- Data collection and management
- Coordinates the collection, processing, evaluation, and dissemination of geospatial data including vector, raster, and thematic data.
- Identifies appropriate internal and external geospatial data sources (including open data and big data) for analytics projects.
- Collaborates with other A&E staff to improve data flows and data quality.
- Plans and organizes field data collection using GPS and mobile data collection tools including Survey123 tool.
- Manages, organizes, and maintains the geo-referential data of the delegation (within Location Manager and GIS server). Filing and storing of geo-data and meta-data following ICRC Geographic Information System (GIS) guidelines.
- Reports Geodatabase and map products to central HQ database following ICRC GIS Guidelines.
- Standardizes and updates the delegation’s map library with internal and external products.
- Ensure integration of geo-data and referential data during data collection exercises according to ICRC standards.
- Provides technical support with Geocomponent deployed in the field by providing data and training on ICRC’s institutional tools such as Project and Activity Management (PAM).
- Mapping support
- In consultation with the A&E Coordinator and based on the need, provides technical support in GIS to other departments, national societies, and other relevant internal and external stakeholders/peers, through on-site visits, remote support, and provision of training/coaching sessions when relevant.
- Ensure the availability of ICRC standard static maps at the frequency defined with the delegation.
- Ensure a minimum level of preparedness for crises and the ability provide rapid response with ICRC maps, focusing on key areas.
- Produces, updates, and disseminates high quality (ICRC and external) maps to help meet the delegation’s operational and reporting objectives in line with the ICRC’s GIS guidelines, utilizing ArcGIS Pro for map creation, ICRC standard layout, and analysis.
- Creates and updates online databases, dynamic web maps, experience builder, and other interactive map-centric tools using ArcGIS Enterprise, respecting the governance in place, and filling in all relevant metadata.
- Analysis & Reporting
- Contributes to the drafting of A&E activity reports, including data visualizations as well as innovative, user-friendly, and informative products.
- Contributes to institutional reporting and dashboards by supporting colleagues in delivering reports, revisions, and optimization.
- Act as a lead and communicate with relevant staff for projects with geo-components.
- Act as a focal point or back up person in A&E emergency response in his/her area of responsibility.
Qualifications & Preferred Skills
Education and Professional Experience required:
- A bachelor’s degree in Geography, Environmental Science, Geology, or a related field
- Typically, 2-5 years Professional experience in spatial analysis, data visualization, and cartography, working with Esri software (ArcGIS, ArcGIS Pro, QGIS)
- Professional experience in needs assessments, situation and problem analysis, monitoring & evaluation, operational information management or a closely related area.
- Proven field experience in supporting surveys, including the design, data collection and analysis.
- Desired experience in humanitarian field.
- Proven understanding of qualitative analysis, statistical analysis, coding languages such as SPSS, STATA, R, SQL, Python
- Desired experience in participating in the design and implementation of at least one type of programme such as Economic security, Water and habitat, Protection, Health or Weapon and Contamination
- GISP certification (certified GIS professional) or other relevant certification is highly desired.
