Ideally the candidate will have knowledge of Framework Contracts, Procurement processes, Legal Forms of Contract and working knowledge of SPEN SAP system, SPEN Operations and our ED2 business plan. Quantity Surveyor type background would be of benefit and the ability to scrutinise tender returns/ BOQs to identify anomalies against the contract.The team work across all of the many Service framework contracts in SPEN with an overall portfolio value in the region of £900m. The role is dynamic with issues arising on a daily basis and expected interaction with Procurement, Contractors and all areas of the business, including operational staff, project managers and senior management. Subject matter is varied with contracts predominantly focused on Services / Engineering and Construction though not exclusively. Understanding of SPEN typical activities on the Network and associated assets would also be of benefit.What you’ll be doingTo lead and drive continual performance improvement through analysis of feedback from internal and external sources to inform the Service Framework tenders.Through active engagement with internal and external customers, support delivery of robust communication activities to facilitate the delivery of effective service framework contracts.Develop robust plans for service framework contracts which are devised to minimise tender timescales.Develop, review and update tender documentation, cost, budget, financial forecast and performance data for business improvement processes including preparation and presentation of reports.Identification, resolution and escalation of tender and contract issues as required.Challenge tenderer pricing returns to ensure they are competitive and commercial risk is mitigated as appropriate.Management of contractual relationships to provide effective contract management.Evaluate tender returns including agreement of values and allocation of risk between Energy Networks and the contractor.Represent Energy Networks at negotiation meetings.Take responsibility for your personal development.What you’ll bringAbility to communicate and present information effectively at all levels and to negotiate effectively at multiple levels to achieve the best outcome for SPEN mitigating commercial, and reputational risks.Ability to manage competing priorities.Awareness and understanding of key business drivers and the external commercial context in which SPEN is operating.General commercial & regulatory awareness.Ability to devise solutions to complex problems/challenges.Expert knowledge of analytical and quantity surveying techniques is desirable.A working knowledge of Health & Safety legislation and policies.A working knowledge of financial control procedures and systems, and the reporting thereof.Deliver robust short- and medium-term plans to facilitate business requirements for contracts in line with tender plans which are devised to minimise timescale.Able to make balanced decisions, considering all possible information available,Minimum RequirementsProfessional qualification (CIPS Lvl 4 or equivalent preferred) or equivalent experience.
