Following the implementation of the Anti-Racism Learning Framework, the consultant will develop and deliver learning content at basic, progressive, and advanced levels. This includes webinars and courses to raise awareness of racism and racial discrimination for all personnel, training programs for managers and leaders to enhance their capacity to address racism and foster inclusivity, and toolkits and facilitation guides for managers on how to hold difficult discussions with their staff. The consultant will also contribute to the revision and enhancement of existing courses, as applicable, and develop advanced learning modules for anti-racism advocates, racial justice focal points, and affinity groups. Additionally, they will revise and update the Global Orientation Programme to align with anti-racism objectives. Furthermore, the consultant will provide expert advice on anti-racism and learning-related matters and assist with stakeholder coordination and engagement efforts.Work LocationRemoteExpected duration6 monthsDuties and ResponsibilitiesThis consultancy is located in the Strategic Talent Management Service (STMS) in the Global Strategy and Policy Division (GSPD) of the Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). The consultant will report to one of the Co-Chiefs of the Organizational Development Section (ODS). The Secretary-General is committed to zero tolerance and organizational action to address racism and racial discrimination and the equal treatment and full inclusion of all United Nations personnel in the work of the Organization. He has therefore launched a Strategic Action Plan on Addressing Racism and Promoting Dignity for All in the United Nations Secretariat (hereafter the “Strategic Action Plan”) to address and challenge racism in the workplace. ODS is responsible for designing approaches to build a working environment that embraces the broadest possible spectrum of diversity and provides an enabling and gender-sensitive workplace. It also creates a culture of engagement, leadership, accountability and result-orientation based on the organizational values and competencies. With this organization-wide mandate, ODS plays a crucial role in implementing a wide breadth of Strategic Action Plan recommendations proposed to shift the culture, policies, accountability mechanism, and practices of the UN Secretariat to address racism and racial discrimination and augment racial diversity and inclusion. Responsibilities: Within limits of delegated authority, the Anti-Racism Learning Consultant will be responsible for: – Implementation of the Anti-Racism Learning Framework: Collaborate with the Team Lead and Instructional Designer to deliver the framework for UN Secretariat personnel, including leaders, managers, staff counsellors, and new hires. – Development and Delivery of Learning Content: Design and deliver learning content at basic, progressive, and advanced levels, including webinars, courses, and training for managers and leaders to foster inclusivity and address racism. – Creation and Revision of Tools and Guides: Develop toolkits and facilitation guides for managers and update existing programmes, including the Global Orientation Programme, to align with anti-racism objectives. – Evaluation and Impact Assessment: Create tools to measure the effectiveness of learning initiatives, focusing on behavioral changes over time. – Stakeholder Engagement and Expert Advice: Coordinate with learning counterparts, co-produce anti-racism curricula, and provide expert guidance on anti-racism and learning strategies.Qualifications/special skillsAn advanced university degree (Master’s degree or equivalent) in psychiatry, psychology, clinical research, social work, critical race theory, sociology, or a closely related field is required. A first-level university degree (Bachelor’s degree or equivalent) in one of these fields, in combination with two additional years of relevant work experience, may be accepted in lieu of the advanced degree. A minimum of seven years of progressively responsible experience in anti-racism strategic development, learning and curriculum design, organizational culture transformation, diversity, equity, and inclusion coordination, or a related field is required. Experience in building capacity and delivering professional development on equity and anti-racism for diverse personnel within a workplace setting is required. Experience in leading conversations on racism and anti-racism and co-creating and implementing anti-racist initiatives within an organization is required. Experience in facilitating organizational change processes related to anti-racism efforts is desirable. Experience in coordinating and liaising across departments, working both independently and collaboratively as part of a team is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required. Fluency in French is desirable. Knowledge of an additional official UN language is an advantage.
