It operates as a strategic and agile partner to the College’s administration in working toward achieving its mission, vision, and strategic priorities.The Human Resources Department is physically located at the College’s District Office, along with other centralized services. The College has more than 1,400 full-time employees, including instructional and educational support faculty, administrators, and staff; approximately 800 adjunct faculty; and approximately 800 temporary staff.The Assistant Vice Chancellor for Human Resources serves as the Chief Human Resources Officer (CHRO) for the College. Responsible for setting the overall direction for the Human Resources Department, the Assistant Vice Chancellor for HR serves as a critical member of the College’s Executive Leadership Team, sculpting the way the College competes, acquires talent, and emerges in the community.Reporting to the Executive Vice Chancellor for Finance and Administration, this senior administrator leads HR planning; fosters innovation; prioritizes initiatives; and coordinates the evaluation, deployment, and management of HR resources, processes, policies, and systems across the College.Responsible for providing effective leadership and administration for the day-to-day operation of the department, the Assistant Vice Chancellor for HR supervises five direct reports. The Human Resources Office has an overall staff of 21 full-time equivalent employees.The Assistant Vice Chancellor for HR works closely with the College’s Employee Service Center, which administers payroll, benefits, and employment processing.Duties and Responsibilities:Provides strategic direction and oversees the management of talent acquisition, employee relations, organizational effectiveness and development, and classification and compensation functions, programs, and initiatives.

  • Oversees and directs the functions and activities of the following departments: Talent Acquisition, Employee Relations, Organizational Effectiveness and Development, and Classification and Compensation functions, programs, and initiatives.
  • Assists Executive officers in developing strategies to attract and retain key personnel and ensure Pima Community College is a premier employer of choice.
  • Supervises employees, including prioritizing and assigning work.
  • Collaborates on the development, implementation, interpretation, and maintenance of policies and procedures for all College Human Resources and operations, ensuring compliance with reporting standards and federal, state, and local labor laws.
  • Identifies and assesses current and future organizational needs through process analysis and collaboration with senior management to meet College objectives.
  • Actively facilitates communications and meetings with faculty, staff, and administration to ensure participation and input into the College’s HR initiatives and transformational change.
  • Oversees employee hiring, corrective action, disciplinary, and termination recommendations as necessary.
  • Develops and mentors staff to promote services and support constituencies by providing quality customer service. Coordinates, provides, and encourages training as necessary for the department.
  • Optimizes use of Human Resource Information Systems, including enhancements, technology innovations, and streamlined processes.
  • Works closely with the College’s General Counsel to develop and enhance policies and evaluate potential risks for the College such as terminations of employment.
  • Oversees and directs preparation and issuance of comprehensive annual reports, as well as other required HR audits, reviews, investigations, and reports, ensuring timely and accurate completion.
  • Creates staffing and succession plans in alignment with future workforce needs and College strategic planning. Develops human resource models to identify competency, knowledge, and talent gaps; designs programs to fill identified gaps.
  • Exhibits strong customer service in all interactions with internal and external constituencies. Collaborates with other departments as necessary in order to meet college objectives and goals.
  • Performs all other duties and responsibilities as assigned or directed by the supervisor.

Job Requirements

  • Master’s degree from a regionally accredited institution in a business-related field such as Accounting, Economics, Administration, or Finance, and
  • Ten years of related experience

or

  • An equivalent combination of certification, education, and experience sufficient to successfully perform the essential duties of the job such as those listed above

Preferred:

  • Six plus years of related experience with supervisory experience
