As an Associate Treasury Officer, you will support TD’s mainstream and local currency operations (including but not limited to borrowings and derivatives) and coordinating client service needs for internal and external clients. You will also help prepare related mainstream and local currency presentations, documents and reports and the review of technical, financial, and operational requirements for mainstream and local currency activities. You will handle, review, and provide support on complex financial markets issues, and serve as liaison with commercial and investment banks for pricing and funding solutions.
Local currency financing:
- Help review existing market pricing, practice and requirements for bond issuance and swap execution and determine the applicable terms and conditions for funding operations.
- Help study and analyze local market regulations, settlements and clearing systems. Evaluate cashflow models, hedging, and pricing models, terms sheets, pricing indications, trade support.
Local currency documentation:
- Help analyze terms and conditions for bonds and swaps to ensure these are documented accurately. Help liaise with internal [such as the Office of Risk Management (ORM), Private Sector Operations Department (PSOD), Controller’s Department (CTL), and others] and external parties (such as underwriters, fiscal agents, calculation agents, external lawyers, auditors).
- Help review and finalize swap confirmations and borrowing documents such as underwriting agreement, pricing supplement, offering circular and others.
Mainstream currency operations:
- Support the Senior Treasury Officer in the processing and operation of ADB’s mainstream currency operations such as loans, bonds and guarantees.
Project review and documentation:
- Support the review and drafting of comments on project documents from PSOD and regional departments [e.g., concept reviews, Report and Recommendation of the President, loan and guarantee documents] that have local currency components.
- Help review legal documents for local currency transactions to ensure that the terms match the relevant financing transactions and are compliant with TD operations and approvals.
Information control and reporting:
- Support the Senior Treasury Officer in maintaining and verifying data and information related to local and mainstream currency operations. These include local currency statistics and databases (financial transaction data), regular reports [e.g., Asset and Liability Committee, Management Committee Meeting , Medium-Term Review , etc.], and inter-departmental reports (Subsequent Events, Operational Risk Incidents, Operational Risk Self-Assessment, Work Force Analysis) and ad-hoc reports.
Coordination and Liaison on Client Solutions matters:
- Help coordinate with internal Departments (both HQ and resident missions) and external stakeholders on ADB financial products and services.
- Provide support to Senior Treasury Officer on financial design and transaction structuring for project teams in operations departments at an early stage including involvement during country partnership strategy reviews and loan negotiations.
Others:
- Support technical local staff in the absence of the Senior Treasury Officer. Share knowledge of subject matter with junior staff to enhance their analytical capability, and direct them in resolving technical issues.
- Provide complete support for divisional activities. Identify opportunities to improve efficiency, effectiveness or timeliness through automation, simplification, delegation, elimination, or communication. Support and participate in client outreach services.
- Perform other tasks that may be assigned and reflected in your work plan.
Qualifications:
You will need:
- Bachelor’s degree in Banking, Accountancy, Business Administration or other relevant disciplines, preferably with advanced training and additional qualifications, such as Certified Public Accountant, Chartered Financial Analyst, Financial Risk Manager, industry qualifications (ICMA etc.).
- At least 5 years of treasury / financial markets experience, 3 years of which in local currency operations. Areas covered should include international financial markets, primary and secondary debt capital markets, repo and derivatives.
- Experience in general office administration.
- Excellent written and verbal communication skills in English.
- Sound knowledge of: (i) the structure and functioning of capital markets (cash and derivatives); (ii) underwriting, distribution, and trading of fixed income securities; (iii) treasury management concepts; (iv) investment practices and asset preferences of institutional investors and fund managers; and (v) financial mathematics
- Knowledge of financial risk management concepts.
- Excellent client orientation, presentation, conceptual and analytical skills.
- Knowledge of financial policies, products and operations, including hard and local currency operations.
- Experience with financial and legal terminologies, loan agreements, guarantees agreements, bond covenants and International Swaps and Derivatives Association definitions.
- Sound knowledge of project processing, sovereign and non-sovereign transactions and related documentations.
- Good financial modelling skills (MS Excel) and strong analytical proficiency
- Detail orientation with data.
- Proficiency in financial systems such as Bloomberg and Reuters.
