Be a part of a team driving meaningful change and improving services across the state.All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.About the division:The Office of Tribal Affairs (OTA) supports the entire HCA staff in meeting its government-to-government obligations outlined in Chapter 43.375 RCW, State Government-to-Government policy. As health care follows the Indian Health Care Improvement Act to ensure the highest quality of health services for AI/AN which includes addressing significant health disparities for AI/AN community including partnering with Tribes to honor Tribal sovereignty, self-determination and increase health resources and funding to Tribal communities to expand their health services to their Tribal members.About the position:
The Management Analyst 4 supports the implementation of the HB 1877 bill passed during the 2024 legislation, focused on improving the Washington state behavioral health system for better coordination and recognition with the Indian behavioral health system. This bill created several positive changes to ensure that Tribal governments have in increase in recognition and participation in the involuntary treatment state processes to ensure improvement of culturally attuned services for Tribal members and AI/AN individuals in the State.This position is eligible to telework but will be required to report on-site to meet business needs. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.DutiesSome of what you will do:
- Partner with the Administrative Office of the Courts to provide consultation regarding the Tribal Designated Crisis Responder Court Model Forms to be accepted by all State superior courts.
- Research and develop culturally appropriate evaluation tools for youth and adults to be used by Tribal DCRs and non-Tribal DCRs.
- Create annual report on ITA and crisis services access and utilization of AI/AN individuals utilizing HCA behavioral health data.
- When necessary, serve as consultant to executive management to hold Tribal consultation and other Tribal engagement strategies for 1877 program changes, development and materials, including Tribal consultation on changes to DCR Protocols.
- Identify appropriate Tribal and State health partners to collaborate on educational materials and gather feedback and recommendations through various venues such as the Tribal 988 Subcommittee, Tribal Centric Behavioral Health Advisory Board (TCBHAB), and Monthly Tribal Meeting.
- Develop and implement communication plans for each educational resource in partnership with DBHR, Medicaid Program Division (MPD), Communications Division, and Clinical Quality Care (CQCT) Team.
- Expand Tribal crisis webpage to hold all education and resources created under HB 1877.
- Partner with DBHR to analyze ASO and managed care contracts and issues to coordinate changes to ensure language reflects requirements outlined in HB 1877.
- Identify problems; analyzes and evaluates operating deficiencies or difficulties in education to providers and provide management with alternatives and recommended courses of action.
- Establish contracts with Indian Nations for crisis services related to HB 1877, including support for endorsement set asides in consultation with the DBHR and the Office of Contracts and Procurement (OCP).
- Provide expert technical assistance and regular communication with Indian Nations and other contractors of statewide projects.
- Coordinate and provide project management for creating a Tribal Court Case Rate for Tribal ITA in partnership with the Fiscal Services Division, DBHR and MPD teams.
QualificationsRequired qualifications:Qualifying candidates will meet one of the following criteria options:Option 1:
- A bachelor’s degree in public health, public administration, social work, or closely related field
AND
- Four (4) years of experience conducting research and analyzing policies, laws, rules, or regulations.
Option 2:
- Nine (9) years of experience conducting research and analyzing policies, laws, rules, or regulations.
Preferred qualifications:
- A master’s degree with major study in public health, public administration, social work, or closely related field and two years’ experience conducting research and analyzing policies, laws, rules, or regulations.
- One year or more experience working as a Designated Crisis Responder (DCR).
- One year or more experience working in behavioral health crisis services, including direct involuntary crisis services.
- One years or more experience working in or with an Indian Health Service (IHS)-funded program, including direct service IHS programs and Tribal health programs operating under Title I or Title V of the Indian Self-Determination and Education Assistance Act, or urban Indian organizations, including urban Indian health programs receiving IHS funds.
- Personal knowledge and understanding of tribal government operations of Washington state government operations.
- Experience in overseeing, implementing, or practitioner on a mobile crisis programs or other related crisis service.
