The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $80+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. This position is located in the Data Analysis and Business Applications Team of OIM. The consultant will report to the Business Applications IT Project Manager at the Office of Investment Management (OIM) of the United Nations Joint Staff Pension Fund (UNJSPF) and work under his overall guidance. Through this reporting arrangement, the contractor will implement the deliverables described in this Terms of Reference (TOR) in consultation with the IT Project Manager. The detailed responsibilities of the Contractor are as follows: • Work with the UNJSPF/OIM’s Data Analytics and Business Applications team and Bloomberg to implement PORT Enterprise • Liaise with the vendor to provide any information and assistance required for the successful implementation of the system. • Analyse and evaluate requirements while providing functional expertise and guidance throughout the implementation of the project. • Review and confirm the scope of the project in collaboration with Data Analytics and Business Applications team and PORT Enterprise implementation representative. • Create a detailed project plan which identifies and sequences the activities needed to successfully complete the project. • Gather and document requirements from key stakeholders. • Work with functional business teams to define end-to-end, future state workflows and associated roles and responsibilities. • Develops detailed functional specifications and user documentation for the new system. • Determine the resources (e.g., time, people) required to complete the project and work with project leaders to ensure the appropriate resources are allocated to the project. • Develop and monitor a schedule for project completion that effectively allocates the resources to the activities. • Determine objectives and measures upon which the project will be evaluated at completion. • Execute the project according to the project plan. • Set up files for project documentation based on PMO templates and ensure that all project information is appropriately documented and secured. • Set up Project Dashboard and keep up to date. • Monitor the progress of the project and adjust as necessary to ensure the successful completion of the project. • Identify risks to project scope, schedule, and budget. • Track risks and issues until they are resolved. • Establish a communication schedule to update stakeholders on progress of the project. • Review quality of work completed with project team on a regular basis to ensure that it meets the project standards. Conduct User Acceptance Testing (UAT) as features become available. • Evaluate outcomes of the project as established during planning phase. • Conduct post-implementation reviews of the project to incorporate lessons learned.Qualifications/special skillsAdvanced university degree (master’s degree or equivalent) in a business or technical field such as finance, Economics, Engineering, Computer Science, Information Systems, Mathematics, Statistics or related field. An advanced degree or industry certification such as the CFA is a strong plus. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 5 years of experience managing and leading the implementation of the Bloomberg PORT Enterprise Solution with successful delivery. Deep understanding of the entities in scope i.e., Security, Issuer, Prices, Positions, Transactions, etc. Subject matter expert of asset classes in scope i.e., Equities, Fixed Incomes, Alternative investments and Derivatives. Deep knowledge with portfolio risk, variance, co-variance and scenario analysis. Ability to communicate available risk models (i.e. Global Risk Model) to investment officers. Excellent verbal, non-verbal as well as written communication skills.LanguagesEnglish and French are the working languages of the UN Secretariat. For this position, fluency in English is required.
