The Business Analyst is a support function that adds value for our stakeholders by (i) coordinating the preparation of plans for NSDF, to ensure activities are planned, resourced, and budgeted in a consistent, effective manner including tracking and documenting progress; (ii) compiling dashboards and high level reporting submissions; (iii) providing support for the development /maintenance of Project documentation, in alignment with the procedures developed by the other Missions & Compliance Programs; (iv) driving for continuous improvements to the planning /reporting process, while ensuring compliance with regulatory and corporate requirements.
This challenging position will play a key role in supporting the NSDF Project with all activities related to business and project planning as well as performance management.
What will you be doing !
- Supporting the development of the Annual Programs of Work and Budget for NSDF. Key activities include: developing/compiling wording, budgets, schedules and commitments.
- Assisting the development and maintenance of the 5 and 10 Year Plan, including wording and integrated Baseline Performance Schedule.
- Monthly and annual monitoring and reporting on APWB and Performance Evaluation Monitoring Plan (PEMP) commitments.
- Gather, analyze, synthesize, and prepare presentations and briefing notes to inform Senior Managers about planning and performance related issues.
- Performance reporting of NSDF (i.e. the VP report, Monthly Status Reports, etc.) to clearly articulate emerging issues and communicate planned courses of action; while ensuring consistency between reports.
- Provide control, coordination and assistance in the development of Business Cases, Request for Sanctions and associated project documentation with Project managers to ensure effective and timely project execution.
- Oversight, guidance, and review of Project documentation (such as Request for Sanctioning artifacts).
- Understanding formal document templates/ processes and coaching /supporting the team on their usage.
- Provide analysis on the Integrated Performance Baseline related to NSDF and interdependencies with other Missions.
- Assisting with CAM Notebook updates and monitor for completeness.
- Supporting and coordination of Procurement planning (i.e. Preparing and implementing requisitions and supporting documentation)
- Participating in the creation of processes and tools for the Program (i.e. use of Sharepoint, Excel, Power BI).
What we are looking for :
- Strong knowledge and experience with CNL processes such as Request for Sanctioning and
Project Baseline Change Requests.
- Primavera scheduling software including analytical and reporting skills.
- Experience with Cobra will be an asset.
- Experience with Electronics Data Management Systems (i.e. ATOM).
- Experience with PowerBI will be an asset.
- Experience in planning, auditing, procurement, and reporting within a team environment.
- Experience in developing reports/dashboards, presentation packages, graphs, pivot tables.
- Candidates must have demonstrated experience in working with multi-disciplinary subjects/topics involving organizing, planning, coordinating, assessing, analysing and presenting information and ideas.
- Experience in reviewing strategic issues/topics and developing and writing business plans, reports, presentation packages, briefing notes and annotated agendas.
- A minimum of two (2) years demonstrated experience in a business management, analysis and in establishing and maintaining working relationships.
- Experience working with business planning and administration.
Education:
It is desirable that candidates hold a Bachelor’s degree in economics, finance, business or a related discipline, however; as a minimum a Diploma in business administration with 5 years progressive employment in a similar field will be considered.
Security Clearance
Level 2 Secret which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom . CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”

Location:
CNL works with employees across our Canadian locations to enable remote work when possible. This role requires regular work at CNL’s Chalk River Laboratory site while also permitting the employee to spend the majority of their time working remotely, should they so desire. CNL employees who choose to work remotely the majority of the time are provided with the equipment required to be successful at their remote workplace (laptop, chair, monitor, etc.); however, they are not provided a dedicated onsite office.
