ABOUT THE OPPORTUNITY

Internews is seeking a Chief of Party candidate for a project that aims to promote trustworthy news and information sources in Cambodia. The Chief of Party will provide strategic guidance and leadership for Internews’ program; coordinate technical, legal and professional capacity building assistance to Cambodian media outlets, civil society organizations, and beneficiaries; ensure proper oversight of Internews personnel, financial management and administration policies; and coordinate with other media stakeholders in Cambodia and Southeast Asia to ensure that Internews leverages other resources, avoids duplication and complements other media development initiatives. The Chief of Party will also be responsible for establishing strong partnership and dialogue with the appropriate donor representatives.

LOGISTICS

This position will be based in Phnom Penh, Cambodia.

This is a limited-duration position, with an anticipated term of 4-5 years.

Note: Hiring of this position is contingent on donor approval.

DAY-TO-DAY TASKS will include:

  • Provide leadership, management, representational, and operational oversight for Internews’ program in Cambodia.
  • Provide strategic, operational, and representational assistance to ensure that activities are meeting their goals and targets, recommending program adjustments when necessary to keep the project on track.
  • Cultivate and strengthen relationships with local partner organizations and media outlets and ensure that implementation is responsive to the needs of partners and beneficiaries.
  • Track and report project progress and activities monthly against work plans.
  • Oversee program monitoring and evaluation to ensure effective implementation and to measure the impact of activities.
  • Maintain a thorough knowledge of independent media issues in Cambodia (print, broadcast and new media), and a general understanding of the challenges and opportunities facing independent media in the country.
  • Ensure the project is in compliance with cooperative agreement rules, requirements, and regulations as well as with Internews internal policies and procedures.
  • Serve as the primary budget authority over the project, responsible for ensuring all costs charged to the project are allowable, reasonable, and correctly allocated.
  • Provide management and oversight of daily operations of Internews’ program in Cambodia.
  • Accept fiduciary responsibility for all funds advanced for the purpose of the project.
  • Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • Carry out management responsibilities including interviewing, hiring, and training employees; planning, assigning, and directing; addressing complaints and resolving problems.

QUALIFICATIONS WE’RE LOOKING FOR

Required

  • Graduate degree in media and communication, international affairs, law, or other fields relevant to the activity.
  • 12 years of progressively responsible international experience implementing and managing media development programs.
  • Demonstrated technical expertise managing, designing, and/or implementing programs focused on media programs, civic engagement, capacity building, media legal environment, or related fields similar in size and scope to the activity.
  • Demonstrated experience in maintaining relationships with a broad range of stakeholders such as development partners, implementing partners, media, civic actors, and other stakeholders.
  • Demonstrated capabilities in high-level strategic vision, innovative programming, and ability to lead a multidisciplinary team.
  • Demonstrated experience with gender and social inclusion approaches.
  • Excellent oral and written communication skills in English.
  • Previous senior-level management experience, including significant staff, financial, and administrative oversight.
  • Strong interpersonal and communication skills.
  • Knowledge of USAID rules, regulations, and policies.
  • Experience working in Asia and other relevant (i.e., constrained operating environment) contexts.

  • Conversational proficiency in Khmer is highly desirable.
  • Strong understanding of media ecosystems in Cambodia.
  • Professional experience in either print, broadcast, or new media.
