About Capital Delivery Eastern…
The Eastern region stretches from the Scottish borders along the entire east coast of England, covering the North East, Yorkshire, Lincolnshire, the East Midlands, Bedfordshire, Cambridgeshire, Essex, Norfolk and Suffolk as well as parts of Greater London. The region is made up of four routes: Anglia, East Coast, East Midlands and North & East.
Capital Delivery Eastern has the greatest proportion of enhancement delivery in Control Period 6 (2019-2024) and delivers £3m of investment every single day. It supports the region by delivering an integrated capital investment programme of renewals and enhancement activity, which is aligned to maintaining a safe, punctual railway that serves passengers and freight users.
As Capital Delivery Director you will own and lead the regional infrastructure capital expenditure, including enhancement, renewals and minor works programme strategy. You will enable work to be delivered in a manner that meets client specifications and processes on time, to budget and quality standards. You will provide strategic vision and leadership to the Capital Delivery regional organisation.
About the role (External)
Some Key Accountabilities of the role –
· Develop, define and lead the region’s capital delivery and minor renewals delivery strategy, with full responsibility for the regional capital delivery budget and performance against agreed targets
· Implement the efficient and effective strategy for the delivery of the regional work-bank to client and stakeholder requirements, whilst providing exceptional customer service providing the Managing Director Region with relevant assurance on capital delivery
· Direct activities and take full responsibility for meeting efficiency targets and commercial objectives, whilst maintaining high levels of confidence in schedule adherence on all projects/programmes
· Lead the relationship and interfaces with Network Rail (NR) Network delivering on all governance and assurance activities at a local level to support NR’s strategic objectives and responsibilities to all internal and external stakeholders
· Establish and continuously improve partnerships with the supply chain to develop commercially mutually beneficial delivery models
· Develop and improve relationships with key stakeholders and suppliers throughout the region
· Lead and direct the development of innovation and best practice throughout the capital delivery organisation, sharing with other regions and functions, as appropriate
· Contribute to regional integrated planning, giving consideration that considers cross-asset programme and region requirements
· Direct the project/programme teams, monitoring adequate resources available to deliver a flexible, competent skilled and effective workforce at all times, providing resources to other regions on a consultancy basis, as required
· Lead the management of safety, in line with corporate management systems in the delivery of projects/programmes and accountable for assurance activity on all projects/programmes in line with corporate governance, processes and systems
· Direct the timely assignment of, and thereafter, discharge of, Construction Design Management (CDM) duties for all projects/programmes
Essential Criteria:
· Full chartered membership of relevant professional body (e.g. APM, RICS) with demonstrable relevant post qualification experience
· Educated to degree level or relevant equivalent experience
· Proven strong leadership skills including demonstrable safety leadership, with the vision and ability to establish cross-functional relationships and drive cultural/organisational change
· Demonstrable broad and extensive experience in the successful management of a range of programmes including large complex projects in the construction and/or rail industries
· Demonstrable previous experience of successful leadership of a large, multi-disciplinary P&L business
· Proven strong commercial focus and sound business acumen
· Exceptional interpersonal skills, possessing the ability to interact and maintain credibility with people at all levels within the business and industry stakeholders
· Comprehensive knowledge of the principles of Health and Safety, in particularly CDM regulations
Desirable Criteria:
· Knowledge of/experience in the UK railway industry

Salary: This is an Executive grade role, salary of the successful candidate dependent on skills and experience
Drugs & Alcohol test: All prospective candidates offered a conditional role will be required to undergo and pass a drugs and alcohol test. All positive drugs and alcohol test results for prospective candidates will be securely held on Sentinel database and a 5 year suspension from applying for a safety critical role, a role which requires PTS certification or a Key Safety role on Network Rail Managed Infrastructure will be enforced.
