Background:
Arbeiter-Samariter-Bund (ASB) – the Workers’ Samaritan Federation – is a German aid and welfare organisation, engaged in areas such as civil protection, rescue services and social welfare services. As a non-political and non-denominational organisation, ASB has, since its foundation in 1888, represented continuity and reliability.
Since August 2014, ASB established its own office in Dohuk and recently implemented projects in the sectors health, WASH, protection and livelihood for IDPs, refugees and host communities, valued at € 31 million.
ASB expanded its presence to all governorate of Iraq, in 2017, opening one office in Baghdad and offices in Anbar and Salah ad-Din governorate, increasing the portfolio of its programs to effectively satisfy the immediate needs of thousands of beneficiaries while responding to the developmental plan of the country.
Funded by the German Development Cooperation (BMZ), the objective of the project “Health response strengthening through improvement of the health care system in underserved regions of Kirkuk Governorate, Iraq” (ASB project number IRK2105) is to improve access to health services by strengthening the public health infrastructure of the DoH in Kirkuk, Management and human resources competencies in health services are strengthened through training and education measures, Awareness-raising, training and structural support builds the capacities of all stakeholders involved in the field of prevention, focusing on female’s health, SRH, MCNH, epidemics, emergency/ contingency plans and Mobilization and empowerment of women community-based resources to actively contribute to fostering health information and awareness, especially on health behavior, SRH and prevention.
The incumbent will assist ASB to achieve the project objectives.
Position Objectives:
The CBO Partnership Coordinator Kirkuk contributes to the achievement of the project objectives for the project ““Health response strengthening through improvement of the health care system in underserved regions of Kirkuk Governorate, Iraq” (IRK2105) through support and supervision of CBO sub-projects, implemented by Al Armaa CBO Office in Riyad, Al Rudfan CBO Office in Tal Alali and Al Shiyam CBO Office in Rashad. The position holder is expected to follow ASB’s and donor BMZ standards, procedures, and guidelines for project governance applicable for the IRK2105 project.
Reporting Relationships:
The CBO Partnership Coordinator Kirkuk reports to the ASB Health and Protection Officer Kirkuk.
Key responsibilities and tasks:
Under direct supervision of ASB Health and Protection Officer Kirkuk, the incumbent is required to achieve the following tasks:
- Coordinate all project activities with the 3 above mentioned CBOs in Kirkuk and ASB.
- Support the planning and supervision of the CBO sub-projects in coordination with the CBOs and ASB.
- Support the CBOs in the effective application of PCM tools in their sub-projects, elaboration of coherent work plans, preparation of project documents and reports, monitoring of project work plans, project effectiveness and achievement of results and provide inputs to ASB reports as required.
- Support the CBOs in regular project monitoring, review and evaluation;
- Ensure the motivation and cohesion of the CBO teams.
- Organize and facilitate CBO team meetings.
- Promote and share ideas for improvement and necessary changes in the project activities (if applicable).
- Support in the development of lessons learned to improve the implementation of the project activities.
Capacity Building and training of CBOs
- Identify capacity building and training needs for the 3 CBOs and communicate the needs to ASB.
- Participate in capacity building and training activities for the 3 CBOs.
- Training and support the CBOs in preparing additional project proposals to ASB.
- Supervise the CBO teams during the project implementation in the field.
- Develop IEC tools in collaboration with the CBOs and ASB staff.
- Accompany the CBOs in their preparation of a campaign- ensure they have the necessary equipment and materials.
- Suggest innovative approaches to meet the needs of the target population.
MEETINGS / COORDINATION
- Attend CBOs and ASB team meetings.
- Coordinates with other stakeholders on the ground – within ASB but also other NGOs and CBOs for smooth, efficient, and effective implementing of the CBO sub-projects.
REPORTING / COMMUNICATION
- Support the 3 CBOs in writing activity reports, and all the documents required in the Monthly and Final Reports of the sub-projects.
- Translation of program-related documents.
- Analysing data outcomes.
- Updating lists and tables on different platforms/software.
- Communicate on a regular basis with ASB Health and Protection Officer Kirkuk.
Any other tasks as directed by the ASB Health and Protection Officer Kirkuk.

Minimum required knowledge & experience:
- University degree in health-related discipline.
- 3 years’ experience in public health sector or in INGO/NGO in health, and in implementing health programs/projects, coordination and monitoring.
- Previous experience working in the district and Regions targeted by the project.
- Good computer skills (word, excel, power point).
- Ability to analyze information, evaluate options and to think and plan strategically.
- Ability to work under stress and within tight deadlines.
- Ability to drive and possess a valid driving license.
- Iraqi national (preferable female) with excellent command of written and spoken Arabic & English (from Kirkuk).
