All selected candidates will, therefore, undergo rigorous reference and background checks.Office/Unit/Project DescriptionThe Office of Audit and Investigations (OAI) provides the United Nations Development Programme (UNDP) with independent and internal oversight that is designed to improve the effectiveness and efficiency of UNDP’s operations in achieving its development goals and objectives through the provision of internal audit, advisory and investigation services. OAI is actively seeking a Change Management/Project Management Specialist who will design, manage and facilitate change management and project management for a set of inter-related business transformation projects planned for 2025. OAI is headquartered in New York and has a presence in five regional audit centers (Türkiye, Senegal, South Africa, Kuala Lumpur, and Panama City). The work will take place in New York, with the potential for remote or travel, if required.Under the direct supervision of the Director of OAI, the Change Management/Project Management Specialist works closely with the Deputy Director of Audit, Deputy Director of Investigations. The incumbent will also work collaboratively with other OAI section and audit center management, internal personnel and stakeholders. The incumbent will also collaborate with relevant counterparts outside of OAI as necessary to achieve OAI’s business transformation objectives.Scope of Work
- Lead in designing and implementing a Change Management plan and portfolio of business transformation efforts.
- Guide senior management to develop a strategic change management plan to further mature the Investigations and Audit sections of OAI to support UNDP in its mission to help countries eradicate poverty, reduce inequality, and build resilience.
- Serve as the project manager (PM) for the business transformation efforts and help ensure that tasks are identified, prioritized, and completed within scope, schedule, quality, and budget constraints.
- Advise and support with the refinement of project plans related to transformation efforts, managing and facilitating activities to ensure that change management activities are included into the project plan, as well as communication activities, and stakeholder engagement
- With an understanding of OAI’s mission, strategy and approach for transformation, identify change management approach and methodology to address the people side of change minimize employee resistance and maximize employee engagement.
- Assess the scope of change, develop, and incorporate a change management strategy into the business transformation efforts, which includes addressing potential people-side risks and resistance.
- Identify resources and stakeholders required in the change management process including individuals/parties that will be involved throughout the process; facilitate and manage engagement with those identified.
- Work through others to achieve results. Clearly communicate key objectives and deliverable, engender buy-in from across the team, identify opportunities for team members to play an active role in delivering change.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

- Advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Management, Communications, or any other related discipline is required. Or
- A first level university degree in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant Work experience
- Minimum of seven (7) years (with master’s degree) or nine (9) years (with bachelor’s degree) of progressively responsible experience at the national or international level in change management, familiarity working with project management framework in a change management environment is required.
Required skills and competencies
- Experience in the usage of computers and office software packages, good knowledge and experience in handling web-based management systems is required.
- Formulating and implementing communications strategy in change management set up is required.
Desired additional skills and competencies
- Experience in creating digital products is highly desirable.
- Prior work experience with the United Nations Common System highly desirable.
- Prior work experience in change management communications is highly desirable.
Required Language(s)
- Fluency (verbal and writing communication skills) in English required.
- Knowledge of another UN language is an advantage.
