This position is located in the Life Support Contracts Unit of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report directly to the Chief Service Delivery.

Responsibilities

Within delegated authority, the Chief of Unit, Life Support Contracts will be responsible for the following duties: • Manages supply and related service issues that affect the field mission, including managing, coordinating, and supervising the work of the Rations Unit and Fuel Unit and the Supply warehouse operations. • Formulates and oversees supply support and supplies required by the field mission. • Coordinates between senior management at Mission, UNHQ, and as applicable, UN Agencies, Programmes and Funds to establish priorities and develop comprehensive supply support plans for the list of a mission. • Manages overall Life Support Unit’s input into the acquisition process, e.g. budget formulation, acquisition planning, development of scope of work, specifications, requisitions, participation in technical evaluations, submission to Local Committee on Contracts (LCC). • Develops and recommends mission supply operations Results Based Budgeting (RBB) and detailed budget submissions, incorporating all requirements of the various supply clients, ensuring that funds proposed are adequate to meet support services and supply needs. • Monitors high value expenditures and approves requisitions for provision, acquisition, and contracting of services and acquisition of equipment and supplies. • Initiates and oversees periodic reviews of policies, practices, and directives to ensure best practices in supply issues, standards and procedures. • Liaises with the Mission Contract Management Unit in the resolution of contractual implementation disputes. • Develops Life Support Contracts Unit business plans and monitors the implementation of individual work plans. • Develops, trains, and monitors performance of personnel within the section. Interviews/evaluates candidates for job openings. • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, Supply Chain Management, public administration, law, engineering or related field. A first-level university degree in combination with professional certification and additional experience in project/contract management, and management or related areas may be accepted in lieu of the advanced degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in the development, planning, management and support of international commercial operations, military or field missions is required. Experience in managing logistics supply (Rations/Fuel) operations in an international military and/or commercial supply operation is required. Experience in managing major projects and procurement or global service contract(s) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required; knowledge of the other is desirable.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
