In accordance with its governance structure, the Fund is administered by the UNJSPF Board, which currently consists of 33 members, representing the 25 member organizations.The United Nations Secretary-General is responsible for the investment of the assets of the UNJSPF. This responsibility is delegated to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $95+ billion multi-asset class global investment portfolio, about 85% of which is actively managed in-house.The portfolio under OIM’s management includes global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber, and commodities. OIM’s staff, comprising individuals from over 40 countries, are all based in New York.For more detailed information, please visit:Role purposeThe Chief Operating Officer is responsible for overseeing the programme of work of 5 sections:
- Information Systems
- Operations
- Business Support
- Data Analytics and Business Applications (DABA)
- Strategic Management Office
The Chief Operating Officer reports directly to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG).Major Duties and ResponsibilitiesWithin delegated authority, the Chief Operating Officer formulates, implements and optimizes the substantive work programme of the Sections under his/her supervision.
- Leads and oversees the management of activities undertaken by the Sections, determineas priorities and allocates resources for the completion of outputs and their timely delivery.
- Co-ordinates work within and between the Sections under his/her purview, and with other organizations of the United Nations System, as appropriate.
- Ensures that sound outputs are produced by Information Systems Section by evaluating the efficiency, performance and enhancements of those systems through defining the design strategy, structure and analysis of current and future information system needs of the OIM.
- Ensures the development and administration of effective business continuity and cybersecurity certified programmes.
- Provides advice and guidance to internal investment managers on financial systems services available in the industry to allow managers to automate processes for decision-making; coordinating hardware and software acquisitions; budget formulation and expenditure controls and related contracts.
- Ensures that the Operations Section maintains high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates by directing the development, installation, and implementation of new accounting systems.
- Ensures that the DABA maintains high quality standards by assisting OIM in making data-driven decisions, optimize operations, and enhance overall business performance, including the implementation of the Target Operating Model in the short, medium and long term.
- Ensures that the Business Support Section maintains high quality standards in implementing Human Resources and other administrative strategies that align with OIMs strategic goals.
- Ensures that the Strategic Management Office maintains high quality standards to ensure that strategic planning and organizational development are adequately resourced and cost managed prudently.
- Oversees OIM’s culture transformation efforts, supporting the creation and implementation of strategies that align OIM’s culture with its mission, vision, purpose and goals.
- Co-ordinates the preparation of reports for presentation to governing bodies such as the Pension Board, Advisory Committee on Administrative and Budget Questions, Fifth Committee, and the General Assembly.
- Oversees the administrative tasks necessary for the functioning of the Sections, including recruiting (taking due account of geographical and gender balance), preparation of budgets, reporting on budget/programme performance and evaluation of staff performance.
- Manages, guides, develops and trains staff under his/her supervision.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Qualifications and CompetenciesEducation
- Advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, information systems, accounting, or related area. A first level university degree in combination with qualifying two additional years of experience may be accepted in lieu of the advanced university degree.
Experience
- A minimum of 15 years of progressively responsible experience in managing Information Systems, Operations, or Administration or related area is required.
- At least 10 years of senior management experience showing an extensive understanding of all aspects related to operations, information systems and administration is required.
- At least 5 years of senior management experience managing projects in an investment environment is desirable.
- Experience leading and providing strategic direction to diverse staff is required.
- A proven track record of successfully facilitating positive organizational change is required.
- Experience that demonstrates a strong technology background and a focus on automation and process improvements is required.
Language
- English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.
