Job Description:

the state’s economic development agency, is currently hiring a Childcare Infrastructure Project Manager (Program Analyst 3). This position will provide technical expertise in the development, operation, and evaluation of the Childcare Infrastructure Program. The Childcare Infrastructure Fund was created by House Bill 3005 (2023) and directs Business Oregon to develop and administer a 50-million-dollar grant and loan fund with specific provisions for institutional and home-based childcare, and emphasis on provisions for populations that are traditionally underserved.

What you will do:

Program Management

  • Establish program guidelines, administrative rules, and program for the Childcare Instructure Program
  • Determine program priorities and direction; solve operational problems and develop options to improve operations.
  • Develop program funding application forms.
  • Prepare and deliver program updates to Business Oregon leadership, Department of Early Learning, Oregon Housing and Community Services, Governor’s Office staff and non-profit participants.
  • Develop recommend and implement strategies to ensure equitable distribution of program funds to grant fund recipients.

Project Administration

  • Coordinate with the Department of Early Learning and Care and consult with the Department of Education, and the Higher Education Coordinating Commission and other stakeholders to develop grant and lending program processes.
  • Evaluate grant and loan applications submitted by municipalities, non-profit and private entities to determine eligibility, completeness, and compliance with program requirements.
  • Represent the Department, and/or make presentations on the programs and associated accomplishments.

Administration Oversight

  • Coordinate with contract experts to prepare contracts and agreements, monitor contract progress and compliance.
  • Provide customer service and respond to requests for information from program funding recipients, prospective applicants, state agency staff, and other interested parties.

Building Collaborative Partnerships

  • Develop promotional and communication plans designed to maintain positive relationships with the public, program stakeholders, other agencies, and related service programs.
  • Develop strategies for leveraging funding and minimizing financial risk to state agencies.

What you need to qualify:
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program
OR;
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Business Oregon is the economic development agency for the state of Oregon. We have about 180 people on our team, and we work with communities and businesses. We use our programs and expertise to help businesses grow, so they can in turn add jobs, diversify the economy, and increase Oregon prosperity. We work with communities to enhance and expand infrastructure and community safety with projects such as water/wastewater systems, seismic rehabilitation for schools, or rural broadband development. This also sets the stage for future business development. Our mission is to invest in Oregon’s businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy, all carried out with an agency strategic plan.

The Economic Development Division (EDD) promotes business and economic development opportunities by removing barriers to business growth and job creation/retention. The EDD services include assisting Oregon businesses and communities to access State incentive programs for public and private sectors. Incentive programs and assistance include business finance programs, global trade assistance, infrastructure financing and other community and economic development programs. Recruitment Officers, Regional Development Officers, Global Trade Specialists, analysts, program specialists and coordinators, and loan officers work collectively in partnership with Oregon businesses and local communities to achieve the State’s economic development goals.

The Childcare Infrastructure Fund was created by House Bill 3005 (2023) and directs OBDD to develop and administer a 50-million-dollar grant and loan fund with specific provisions for institutional and home-based childcare, and emphasis on provisions for populations that are traditionally underserved. Key program staff will directly communicate with Governor’s policy advisors, state agency staff at Department of Early Learning and Care, Oregon Housing and Community Services. Department of Education, the nine Oregon sovereign nations, non- profits and for-profit agencies childcare providers, lobbyists and interested stakeholders.
