It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.UNOPS has signed an agreement with the UN Digital Cooperation Multi-Partner Trust Fund (Administered by UNDP MPTFO) to implement the project activities for the Office of the UN Secretary-General’s Envoy on Technology.The Office of the Secretary-General’s Envoy on Technology (OSET) is dedicated to advancing the United Nations’ digital cooperation agenda. OSET leads the implementation of the Secretary-General’s vision on digital cooperation by working closely with various UN entities and multi-stakeholder groups, facilitating dialogue to accelerate global digital cooperation, seizing on the opportunities that are presented by technology – while mitigating the risks – so that progress towards achieving the Goals by 2030 can be accelerated, as well as carrying out other related duties and responsibilities assigned by the Secretary-General. This includes follow-up to the Global Digital Compact (GDC) adopted in September 2024.OSET has a broad stakeholder community, encompassing governments, private sector entities—particularly within the digital economy—civil society organizations, and young people worldwide. OSET is committed actively engaging with this community in an inclusive and accessible manner. A critical part of the stakeholder engagement is proactive and state-of-the-art communication, which effectively reaches and engages stakeholders with key messages strategically placed across various channels.The incumbent of this position will be personnel of UNOPS, under its full responsibility.The purpose of this role is to support the development and implementation of OSE…The purpose of this role is to support the development and implementation of OSET’s social media and digital strategy, focusing on enhancing global visibility and supporting the UN’s mission through effective digital engagement. This role requires a creative thinker who can consistently identify opportunities, create impactful content, and manage the organization’s online presence across platforms and engagements.Social Media Strategy and Execution:
- Support the development of innovative modern social media strategies, suitable for reaching OSET’s target audiences and using the full scope of available platforms and content formats.
- Manage and execute the organization’s social media presence, ensuring alignment with overall communications goals.
- Transform and establish OSET’s accounts into world-leading voices on technology and digital cooperation space.
- Support all OSET team members in building their social media presence.
Content Development:
- Facilitate content creation and posting, focusing on platforms such as LinkedIn, Twitter, TikTok, and Instagram and other visually compelling posts.
- Support designing and optimizing visual assets for various platforms (e.g., social media, website, mobile, print), ensuring that visuals are tailored to platform-specific requirements and audience preferences.
Monitoring and Reporting:
- Develop monitoring and reporting mechanisms and monitor social media performance metrics, engagement levels, and growth.
- Provide regular performance reports to OSET’s leadership and provide feedback on communications strategies based on insights from analytics.
- Develop and maintain internal/external repositories of communications materials, including articles, speeches, interviews, etc.

- Advanced university degree (Master’s degree or equivalent) preferably in communications, business administration or related areas with zero years of relevant experience or
- A first-level university degree (Bachelor’s degree or equivalent) preferably in communications, business administration or related areas with 2 years of relevant experience are required.

- Relevant experience is defined as experience in communications, public relations, or media.
- Experience in implementing social media strategies
- Experience working with social media management tools

- Experience in global digital diplomacy is desirable;
- Experience in events management and coordination is desirable;
- Experience using design tools such as Photoshop, Illustrator, InDesign, etc., to create digital content.

- Fluency in English (read, speak, write) is required.
