The FAO Representation in Angola is the body in charge of ensuring liaison between FAO and the Government of Angola and is the first port of call for analysing and appraising government assistance requests; identifying, formulating, implementing and monitoring all FAO programmes and projects; managing all phases of the project cycle for national projects for which operational and budget holder responsibilities have been assigned by the Technical Cooperation Department; identifying opportunities for collaboration, and mobilizing technical and operational support from the Regional Office, Headquarters and other funding sources as appropriate.
The FAO Representation in Angola is organized around three main units: Programme, Operations and Administration. The current portfolio of projects in Angola includes activities related to Agriculture, Livestock, Fisheries, Natural Resource Management, and is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the projects.
Reporting Lines:
The Communications, Outreach and Partnerships Specialist will be working under the overall supervision and guidance of the FAO Representative to Angola and in coordination with the Sub-regional and Regional Communication Officers (SFS and RAF).
Technical Focus:
The Communications, Outreach and Partnerships Specialist provides communication and advocacy support to FAO in the Republic of Angola. In regular consultation and coordination with the Programme Unit and relevant Communication Units in SFS, RAF and HQ, the incumbent ensures communications requirements are met and coherence with FAO’s corporate communication policy and operational guidelines for all information outputs. In particular, she/he will be responsible for the following duties:
Tasks and responsibilities:
In close collaboration with Office of Communications (OCC) branches and appropriate Communication focal points, the incumbent will:
- Research and analyse communication policy and service delivery issues, maintain operational statistics, and prepare related reports.
- Develop and produce communication and visibility products for the FAO programme in Angola (e.g. success/beneficiary stories for print and web, leaflets, brochures, presentations, posters, etc), including drafting/reviewing texts in English, and overseeing the design, printing and distribution process.
- Supporting the development of the communication and visibility plans, establishment of FAO-Angola dedicated Website and the management and updating of its content.
- Edit/revise strategic programme documents in English.
- Facilitate media relations in country, including organizing press conferences/briefings or field visits and producing media-style public information products, media speaking/talking points, press releases, human interest stories for use by FAO.
- Provide communication support for events organized by FAO or with FAO participation in Angola.
- Liaise with relevant colleagues in headquarters, specifically the OCC media team and TCE outreach colleagues to facilitate exposure of FAO’s activities and ensure the accuracy/coherence of content developed by them.
- Provide information and advice to staff on communications related matters.
- Advocate for support for FAO Angola interventions and identify resource and funding opportunities in the context of its Country Programming Framework (CPF), FAO Regional Initiatives and Priorities, and the FAO Strategic Framework.
- Identify and maintain strategic partnership opportunities to strengthen FAO Angola programming such as the UN, IFIs, Civil Society, Academia, and the Private sector.
- Attend and promote donors’ meetings related to resource mobilization, planning, and launching of new donors’ initiatives.
- Gather donor intelligence and develop strategic donor engagement plans, in collaboration with other FAO Angola Teams, and contribute to their implementation.
- Support the preparation of project’s/programmes proposals in coordination with technical units in the representation, SFS, RAF and HQ.
- Participate on project teams and work groups; and
- Perform other related duties as required.
Minimum Requirements:
- University Degree in communications, social science, journalism, political science or related field.
- At least 2 years of relevant experience in communications, public information, advocacy and outreach activities at the country and/or international level.
- Working knowledge of English
