Purpose of Activity/Assignment:

Regional Humanitarian Monitoring Specialist, the IM Consultant will be responsible for providing technical assistance to the RO and COs regarding data processing, analysis, and visualization.

Additionally, the consultancy will support the implementation of Rapid Need Assessments (RNA), including the development and/or adjustment of existing digital instruments for multi-cluster/Sector RNA based on the MIRA principles, CCCs indicators and benchmarks, that can be used in sudden onset emergencies.

Scope of Work:

To support the increasing demands for having data and analysis of the UNICEF performance, UNICEF LAC RO is implementing a regional data strategy on Humanitarian Assessment, Planning, and Monitoring, which includes a key component regarding the automatization of the information management and reports production at both country and regional levels.

In that context, UNICEF LAC RO is supporting COs to strengthen their monitoring processes, including the development of data collection instruments, data processing, analysis, and visualization. These tools will allow COs to provide rapid and high-quality analysis of their humanitarian information.

UNICEF is seeking services to carry out the activities necessary to support the automation of the HPM at the regional level, as well as to provide rapid and direct support to CO in humanitarian contexts.

To qualify as an advocate for every child you will have… 

  • Bachelor’s degree in Computer Science, Statistics or any discipline related to information management with special expertise in data base administration, is required.
  • At least 4 years of experience in designing and implementing monitoring tools and data analytics products:

    • 3 years of experience on data bases management.
    • 2 years of experience developing digital data collection tools and automatized analysis.
    • Demonstrated experience in implementing performance monitoring mechanism in humanitarian context.
    • Ability to work with tight deadlines, take initiative, be pro-active and work in a multi-cultural environment.
    • Experience of working on HPM with UNICEF will be considered an asset.
    • Must be familiar / experienced with the following computer skills:
      • MySQL and PostgreSQL
      • Pentaho (ETL)
      • Kobo toolbox
      • Power BI and Tableau
      • Python
      • RStudio, STATA or SPSS
      • QGIS or ARCGIS
      • Claud hosting: MS Azure

Administrative details

Supervision

The consultant will work under the direct supervision of the Monitoring Specialist.

Workplace

The consultant will work home-based, using their own personal premises, materials, and equipment’s.

Duration

This consultancy will have a duration of approximately 4.5 months.

Travel

Travel is nor foreseen for this consultancy.

Should travel is applicable, it will be covered by UNICEF as per policy.

  • Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.
  • For agreed country visits, the contractor/consultant will be responsible in administering their own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.
  • Any travel involved should be budgeted according to UN Travel Standards as a ceiling.
  • UN Secretariat Administrative Instruction on Official Travel, ST/AI/2013/3: Sect. 4, para. 4.2, numerals (d) and (e)

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
