Polio eradication continues to be an organizational priority for UNICEF and is a public health emergency of international concern (PHEIC). Two countries remain endemic for Polio, namely Afghanistan and Pakistan. UNICEF’s accountabilities within the GPEI are Social Behavioural Change (SBC) and vaccine supply and management.The Afghanistan Country Office, with support from the Polio Headquarters Team, conducted a high-profile national research study in Q3 and Q4 of 2023. The study used a large quantitative survey and extensive qualitative research to strengthen the Polio Programme’s understanding of how caregivers perceive the poliovirus, polio vaccination campaigns and polio vaccines. This study is the most significant social research study to have been conducted by the Polio Programme globally in recent years. Findings from the study have been disseminated at the national and global levels of the GPEI, and the resulting insights have been used to further hone UNICEF’s SBC programming in the country.The UNICEF External Publications Policy encourages UNICEF staff to make efforts to publish research findings where possible. The UNICEF HQ Polio Eradication Programme has regularly published research findings in academic journals over the past four years, with five articles having been published in a range of important journals, including Vaccine, BMC Public Health and PLOS ONE. This is a continuation of a decade-long effort by UNICEF to ensure that programmatic learning from the large-scale investments in the Polio Eradication Programme is available to other programmes, including routine immunization, public health and other SBC programmes, in a systematic and credible manner.How can you make a difference?UNICEF is seeking to recruit a consultant to write two journal articles which highlight key findings and programmatic insights from the Afghanistan Caregiver Survey. The holder of this position will work in partnership with the UNICEF HQ Polio Eradication Programme, the Afghanistan Country Office Polio Team and the GPEI Hub to determine the thematic scope of the two articles. They will be accountable for leading the writing of the articles alongside a range of co-authors from the UNICEF mentioned teams, gaining agreement from co-authors, recommending appropriate academic journals to which to submit the articles, and for leading the submission process, including responding to Review and Resubmit decisions from journals. They will be responsible for conducting further primary quantitative and qualitative data analysis as necessary for the purpose of these publications.The recruited consultant will be based remotely and will work under the supervision and guidance of the SBC (M&E) Specialist. The nature of academic publication and, which has lengthy waiting periods, requires that the consultant be contracted for a long overall period with a small number of working days within that period (i.e., approximately 40 working days spread over a one-year contract period).Scope of Work:Under the supervision of the SBC (M&E) Specialist, the consultant will perform the following duties and responsibilities:

• Develop an understanding of the research project, including the purpose, research questions, sampling approach, data analysis approach, and research findings
• Review the existing outputs from the Afghanistan Caregiver Survey, including the datasets and the final research report
• Propose potential topics from the Caregiver Survey for two academic papers, to be agreed by all relevant parties
• Write two academic papers suitable for academic publication, in partnership with co-authors at the Country Office and HQ levels
• Revise the papers as necessary following co-author and management review
• Prepare and submit the papers to academic journals in the field of vaccines, public health, SBC or other relevant fields as appropriate based on approval from the supervisor.
• Lead the revision of the papers as needed following Revise and Resubmit decisions from journals
• Complete all administrative requirements associated with the academic publications process

Expected Output:

• Two journal articles based on the data from the Afghanistan Caregiver Survey are written, revised, and published in appropriate academic journals

Expected results:

• Research findings from major UNICEF research investments are available in a rigorous and credible form, for use by UNICEF and other aid stakeholders to strengthen current and future programming

• A PhD in SBC, statistics, public health, development studies, behavioural sciences or social sciences (anthropology, sociology, psychology, social development, etc.)
• A minimum of ten years of experience in an academic role on public health
• A focused experience on SBC or Polio is an asset
• Strong record of academic publication in a relevant field
• Advanced quantitative and qualitative data analysis skills
• Extensive knowledge of SBC programming
• Substantial experience of working in partnership with UNICEF or other UN agencies
• Fluency in English required (both verbal and written); Knowledge of Dari and Pashto is considered an asset
• Familiarity with the polio programme is an asset
• Experience of the Afghanistan context is an asset
