OVERVIEW OF THE FUNCTIONS OF THE POST

The UNESCO Institute for Statistics (UIS) is the statistical branch of the United Nations Organization for education, Science and Culture. The 2009 UNESCO Framework for Culture Statistics (FCS) was produced in order to provide countries with a global standard that provides a foundation for the development of cultural statistics.

Since 2009, there has been an advancement in the measurement of culture phenomena as well as statistical tools used. In addition, global initiatives such as the 2030 Sustainable Development Goals Agenda, the 2021 International Year of Creative Economy for Sustainable Development and the MONDIACULT 2022 Declaration (World Conference on Cultural Policies and Sustainable Development – MONDIACULT Mexico 2022) have provided direction on emerging and future policy priorities in culture.

As such the FCS is in need of revision to reflect these last changes, new methodologies and our understanding of the role of culture in sustainable development.

Long Description

Key Tasks

Under the overall administrative authority of the Director of the UNESCO Institute for Statistics (UIS), and the supervision of the Head of Science, Culture and Communication Statistics, the consultant will perform the following tasks:

1. Undertake a desk review of current regional and national frameworks for culture statistics or equivalent cultural statistical standards.
2. Carry out interviews with key stakeholders to better understand the current and emerging concepts, measurement methodologies and policy priorities in the area of cultural statistics.
3. Identify concepts/definitions that need to be reviewed/strengthened in the 2009 UNESCO FCS.
4. Identify new areas that need to be covered by a revised FCS
5. Propose recommendations for updating the FCS

Long Description

Deliverables:

a. Draft report (10 November 2023)
b. Final position paper including recommendations (8 December 2023)
The payment is upon satisfactory completion of deliverables.

REQUIRED QUALIFICATIONS

Education

  • An advanced university degree (Master or PhD degree or equivalent) in the field of social sciences, economics or statistics preferably with a specialization in cultural economics or cultural statistics or in a closely related field of social sciences with a substantial applied statistics component is desirable.

Experience & Skills

  • 10 years of relevant full-time work experience in culture statistics and methodology is essential.
  • Effective organizational and interpersonal skills.
  • Proficient in time management.
  • Ability to work autonomously.
  • Client and team-oriented approach.

Language

  • Strong communication and writing skills in English.

DESIRABLE QUALIFICATIONS

Cost and technical arrangements

The total cost of the consultancy will be agreed in advance. All payments under the contract will be made against deliverables, as shown below.

Deliverables & Payments:

  • Draft Report 40%
  • Final position paper including recommendations: 60%

The consultant is accountable for the quality of the work and full delivery of the assignment within the agreed timeframe and at no extra cost to the UIS, other than the amount specified in the Consultant’s contract.
